The Permanent Commission of Congress approved the report that proposes to appoint César Aguilar as the new head of the Office of the Comptroller General of the Republic, replacing Nelson Shack. Unlike other public offices, the comptroller has a term of 7 years without the possibility of being re-elected. This decision was agreed upon with 28 votes in favor, 0 against and 0 abstentions.
Before Aguilar was proposed and elected to the post, Dina Boluarte’s government had proposed Pedro Cartolín last May; however, Congress rejected his appointment. On this second occasion, the Permanent Commission gave the green light to the Executive Branch.
It should be noted that it was last July 12 that Dina Boluarte recommended, through Supreme Resolution No. 165-2024-PCM, César Aguilar and on the 22nd, the Subcommittee in charge approved this profile.

César Aguilar assured that the Comptroller’s Office will continue investigating Boluarte: “It doesn’t matter who those involved are”
César Aguilar Surichaqui was evaluated on Friday 19 by the Congressional subcommittee The session was chaired by Alejandro Cavero, who opened the meeting in which the lawyer was interviewed about his professional experience and his vision of the main problems facing the entity.

César Aguilar: Who is the new head of the Comptroller’s Office?
César Aguilar Surichaqui is a graduate lawyer from the University of San Martín de Porres (USMP). He also holds a Master’s Degree in Strategic Business Administration from the Catholic University of Peru, as well as Master’s studies in Civil and Commercial Law and Constitutional Law from the USMP. He has specialized in Administrative Law, State Contracting and Arbitration, having completed studies at the ESAN University and at the State Contracting Supervisory Body (OSCE).
In the workplace, Aguilar has experience in both the public and private sectors. He has held the position of General Manager in service companies. In the public sector, he has worked as a lawyer in the Public Prosecutor’s Office of the Ministry of Labor and Employment Promotion, Secretary of the Transitional Civil Chamber of the Supreme Court of the Republic and Magistrate in the Superior Court of Justice of Lima Norte. In addition, he has been a professor in undergraduate and graduate programs at the Peruvian University of Applied Sciences and at the University of the Pacific.

He has been appointed three times as president of the Superior Court of Administrative Responsibilities (TSRA) and is currently the president of Chamber 1 of the same court in the Office of the Comptroller General of the Republic.
César Aguilar is also an undergraduate and graduate professor at the Peruvian University of Applied Sciences (UPC) and the University of the Pacific.

The appointment of César Aguilar was supported by various parties in CongressAmong those on the right are Popular Force (Alejandro Aguinaga, Eduardo Castillo, Patricia Juarez, Cesar Revilla, Martha Moyano and Arturo Alegria), Alliance for Progress (Eduardo Salhuana, Lady Camones and Maria Acuña), Advance Country (Rosselli Amuruz, Esdras Medina and Patricia Chirinos), Popular Renewal (Esdras Medina) and Honor and Democracy (Jorge Montoya and Jose Cueto).
Centrist benches such as Popular Action (Wilson Soto and Elvis Vergara), Podemos Peru (José Luna Gálvez and Francis Paredes), and Somos Peru (José Jerí) also voted in favor.
It is also important to note that they received the support of left-wing congressmen such as Kelly Portalatino, Waldemar Cerrón, Segundo Montalvo and Isaac Mita Alanoca, all of them representatives of Peru Libre. On behalf of the Magisterial Bloc, Lucinda Vásquez and Alex Paredes supported the initiative. The 28 votes necessary for approval were completed by Nieves Limachi and Jorge Coayla.
