The government entered into the Rendering of Accounts presented this Thursday articles that modify the regime of medical certifications for public workers, in order to culminate with the high percentages of annual certifications in the different State agencies and approach the policy of the private jobs.

The decision to change the regime was due to the high percentages of certification days presented by public bodies in recent years. During the year 2021, the total number of public officials who were certified for medical reasons at least once represented the 45.8% with respect to the total linkswith an average of 34.74 certified daysand half of the cases by 12 or more days, according to the report of the National Civil Service Office (ONSC).
In 2021, 22,815 public officials requested medical certification at least once, while in 2016 they were 14,383 workers who requested medical leave, a 27.5% of the total. The percentage of certified officials was higher in 2018 (38%), 2019 (44.2%) and 2020 (41.7%)but only in 2019 was there a higher number of officials than in 2021, 22,937.
Furthermore, in the last year the million days of certification provided in total were exceeded for the first time, with 1,050,204. The closest was 2020 with 883,549 days, and outside of the coronavirus pandemic in 2019, with
862,750. August was the month of 2021 with the most requested certifications, 7,120followed by the 6,913 in November and 6,816 in April, according to the report.
Ministry of Interior
The Ministry of the Interior is the body that has made the greatest contribution to these numbers. In 2021 there were 14,785 officials in that portfolio (42.9% of its payroll) those who requested at least once a certification, 64.8% of the total orders of the entire central administration in the year.
From 2016 onwards, the period covered by the ONSC report, Interior always completed 50% or more of the total number of certified officials. Only in 2020 last year’s numbers are exceeded, with 15,201 officials who requested at least one day of sick leave.
These workers were assigned a average of 55 days of certificationto complete a total of
806,404 days provided during 2021, the 76.8% of all days of leave in the year.
In March the employees of this Ministry were given 5,157 days of leave, a number that exceeds all the days certified in the entire administration in February (4,729).
The rest
With similar numbers, the Ministry of Economy (MEF) and the Ministry of Transport (MTOP) are the portfolios that appear behind Interior. Even though their numbers have dropped in the last two years, In 2021, 42.7% of MEF officials requested at least one day of medical leave.
In total they gave
52,474 days license in that office, with a average of 32 days per official, in both items second behind Interior. 1,656 MEF workers requested at least one day of sick leave.
Meanwhile, the MTOP offered 43,260 days of certifications to 945 officials, which places it third on the number of days list. However, this dependency remained second in the average number of days per official, with 46 days per worker.
The agency with the highest percentage of officials who requested at least one certification in 2021 was the Ministry of Public Health (MSP): 47.19% of the workers in this portfolio (344 employees) requested leave. The Mides is third on this list, with a 43.18% of workers who requested at least one day due to illness.

The day with the most requests for sick certification was Monday, with 15,801 requests. After this day, the days of the week had even numbers: 11,100 orders were placed on Tuesday, 11,191 on Wednesday, 11,311 on Thursday and 10,634 on Friday.
The weekend saw a decline in numbers, with 6,708 on Saturday and 6,044 on Sunday. on this last day the Ministry of the Interior was responsible for 90.7% of the licenses (5,484 requests).
