At a press conference, Cairo expressed: “At this moment when I am in the transition, I am thinking about the future, what matters to me, because what people are going to value is what you did from the moment you entered. What happened before was an administrative investigation, we will see, but we do not come to collect accounts, we come to work from here to the future so that people have solutions.

Asked about the challenges facing the ministry, Cairo identified problems in targeting public policies due to a high omission rate in the census of the National Statistics Institute (INE). According to the leader, 15.5% of the settlements were not censused, which makes planning difficult. «That does not allow us to focus politics, it is complicated. “We are waiting for all the data and passing it on,” he said.

Cairo also highlighted the situation of empty homes in Montevideo, mentioning that many are in successions that require judicial resolution, as well as the dispersion of housing precariousness in departments like Rocha. «Private property, only justice can define whether or not any of the municipalities is handed over. Rocha, in particular, is different; The precariousness is much more dispersed, they are isolated houses in different neighborhoods,” he explained.

Regarding the settlement relocation programs and other initiatives of the National Directorate of Social and Urban Integration (DINISU), Cairo affirmed that these will continue, although it will seek to improve them. «These are programs that have been in place since the Frente Amplio was government, so we will improve them as much as we can. The tools can always be perfected, but the truth is that the National Relocation Plan, the Neighborhood Improvement Program and the Together Plan need to continue to pay off a debt that we have as a country,” he indicated.

The future minister announced that, after meeting with the current minister Raúl Lozano to obtain an overview of the portfolio, she began a series of meetings with the different directorates to deepen the diagnosis and define priorities for action.
