The president of Fishing sector From the Chamber of Commerce of Lima (CCL), Richard Inurritegui, considered that the analysis of industrial fishing activity in the protected natural areas (ANP) must be carried out on the basis of scientific studies and not by protectionist biases.
“Media it has wanted to imply that the industrial fleet intends to fish in the areas where marine wolves and protected species are. That is not true because commercial vessels have always operated outside the five miles (more than 9 km from the coast) precisely not to generate impact on said ecosystem, ”explained the specialist.
Acquired rights
Inurritegui commented that there are a series of elements that show that there is no fishing prohibition in the Paracas reserve, outside 5 miles.
“For example, there are trades of senior officials that indicate that the fishing industry has acquired rights over the area; In addition, this ministry has banned certain fishing areas within the Paracas reserve for the presence of fish with minor sizes, confirming that the industrial fleet could operate in the same reserve outside the 5 miles, ”he said.
However, he said that only since 2020 infractions have been charged to fishing vessels that have carried out activities in the Paracas Reserve, appealing to the Regulation of the Law of Protected Natural Areas dating from 2001.
He also commented that the ministerial resolutions authorized by fishing seasons have never established fisheries prohibitions in the Paracas National Reserve outside the 5 miles.
“The Imarpe is the entity that must be responsible for determining, after a scientific and technical evaluation, if there is any impact of fishing activities on the ANP; Any decision must be based on technical issues and not simply because there is news or because a group of people who have a very protectionist bias says, ”he said.
Finally, the fishing law expert said that the debate on the fishing sector must address those regulatory issues that should be improved or updated.
“It is a good opportunity to review the issue together and have a vision of the sector. I insist, the main theme is the care and sustainability of resources, it is the starting point but within that, the maximum sustainable use has to be an engine that reconciles all these interests, ”said Inurritui.
