The governor of Rio de Janeiro, Cláudio Castro, met this Monday (3), with the minister of the Federal Supreme Court (STF) Alexandre de Moraes at the Integrated Command and Control Center (CICC), in Cidade Nova. At the meeting, the governor presented the minister with data on the planning and execution of the Operation Containmentheld last week in the Penha and Alemão complexes, which left 121 people dead. In an attempt to contain the territorial expansion of the Comando Vermelho faction, this was the most lethal police incursion in the state’s history.
THE going from Moraes to Rio aimed to gather information about the operation, since the minister is the temporary rapporteur of the Allegation of Noncompliance with Fundamental Precept (ADPF) 635, better known as ADPF of Favelas. The action establishes rules to reduce police lethality in Rio de Janeiro. Among the ADPF rules are the proportional use of police force, cameras in vehicles and the development of a plan to reoccupy territories invaded by criminal organizations. According to the state government, the report on compliance with the ADPF will be forwarded to the STF.
Moraes also visited the CICC Intelligence and Control Room, where the facial recognition system and portable operational cameras used by the Military Police are installed, with real-time monitoring of movements throughout Rio de Janeiro. The CICC is the main integration hub for the state’s security forces. It operates in real-time monitoring of occurrences, major events and emergency situations, bringing together representatives from the police, firefighters, Civil Defense, Detran and federal and municipal agencies.
After the meeting, Moraes did not speak to the press. The governor said that the two talked “about the resumption project [de territórios] which is in the organization phase by the National Council of the Public Ministry (CNMP)”. “We gave the minister full opportunity to resolve all doubts about Rio de Janeiro’s security policy and the challenges in combating crime”, stated Castro.

Operation Containment
Carried out by the Civil and Military Police of Rio de Janeiro, the police action left 121 people dead, including four police officers. The state government considered the operation “a success” and stated that the people killed reacted violently to the operation, and those who surrendered were arrested.
In total, 113 arrests were made, 33 of which were prisoners from other states. 118 weapons and 1 ton of drugs were collected. The objective was to contain the advance of the Comando Vermelho faction and execute 180 search and seizure warrants and 100 arrest warrants, 30 of which were issued by the Pará Courts.
The operation had a force of 2,500 police officers and is the largest and most lethal carried out in the state in the last 15 years. The clashes and retaliatory actions by criminals generated panic throughout the city, with intense shooting, closing the main roads, schools, businesses and health centers. Residents of the region, relatives of the dead and organizations denounce the operation as a “slaughter”.
