Doctor Fernando Castañeda of the Association of Physicians, Dentists and Related Professionals of the Social Security Fund of Panama (AMOACSS) said at the dialogue tables to agree on a proposal to save the Social Security Fund that there is a lot of improvisation and that in his opinion “we are in a conversation that seems like there is already a project done.”
For Castañeda, recovering the outstanding balance of institutions due to non-payment of employer-employee contributions is essential: “There is nothing sadder for a worker than when he reaches retirement age, (…) finding out that 10 years of contributions were stolen from him.”
