The interim assembly of the Association of Civil Servants of Casa de Galicia (Afuncag) defined that wants to continue negotiations with the Executive Branch without the presence of the Uruguayan Health Federation (FUS), as reported by VTV Noticias and confirmed The Observer with Afuncag sources. From the workers’ union they clarified that this situation It has not yet been made official, but they expressed that it is the “feeling of the assembly”, and asked for the support of the PIT-CNT secretariat.
The FUS is the union that brings together all non-medical worker organizations of private health institutions.
In the FUS they have not yet received any formal communication from Afuncag, explained to The Observer the general secretary of the union, Jorge Bermúdez, and clarified that “if a union does not want FUS to continue, write it”. Bermúdez stressed that the health union has accompanied the mutualista’s officials since the day its closure was decreed, on December 23, but in his opinion “the front door” of the unions “is one of entry and exit”, and “each one chooses his path”, he indicated.
The secretary of the FUS explained that this Thursday they received a communication from the Ministry of Public Health (MSP) that summons them to a bipartite meeting by Casa de Galicia, next Monday, January 31 at 3:00 p.m., and the health union sent a formal letter to Afuncag to express that will not attend any negotiation table for the matter without your presence.
Plan B
According to the letter published by VTV, the current representative table of Afuncag criticized that both the previous table and the FUS signed the first agreement with the MSP, on December 27, “behind the backs of the workers”, which conditioned and handed over the “fight” of the union, in addition to causing “serious damage” to the discussion that the assembly was having, which was meeting in parallel to the negotiations of the ministry authorities with those of the unions.
The first deal, which officials call “Plan B”, argued that 840 workers were redistributed to other health institutions and 460 remained in special unemployment insurance and was endorsed by an assembly of Afuncag. But nevertheless, 300 officials from Casa de Galicia gathered signatures to annul the resolution voted in assembly, due to irregularities committed during this process. The 10th of January the vote was annulled by a large majority, which led the representative table to resign.
But nevertheless, On January 7, the Executive Power had recognized the aforementioned plan, based on a 2001 agreement, adapted to 2021, which regulates the distribution of officials of closed mutual societies, dependent on an equivalence with the distribution of partners. In the letter, which he was able to access The Observer, was signed by the FUS, Afuncag, the MSP and the Ministry of Economy (MEF), which the negotiations would be carried out in “permanent dialogue” with both unions.
On January 21, after the dissolution of the previous representative table, FUS met with Afuncag and ratified the agreement already endorsed by the government. There the union expressed that the points present in the resolution they must be endorsed by the majority of Afuncag to “continue the negotiations”, declared the FUS in a statement dated January 24. However, from the workers’ union they want more time to present an alternative project, since they disagree with Plan B.
