Cartagena's Comptroller's Office revealed alleged patrimonial detriment in contracts exceeding $264,000 million

That body decided to transfer the cases with alleged disciplinary and criminal incidence to the Prosecutor’s Office and the Attorney General’s Office.

After recent audits, the Cartagena District Comptroller’s Office revealed a alleged patrimonial detriment exceeding $264,000 billion pesos in contracts signed between the District and the Aguas de Cartagena entities and the Special Administrative Unit of District Cadastre (UAECD).

According to the results of the special inspection actions, that body identified various irregularities in the execution of these contracts that would have generated significant damage to the District’s finances.

“The District Comptroller’s Office of Cartagena de Indias, in use of its legal and constitutional powers, generated a final report on special inspection actions in relation to the Gisa contract entered into between the District of Cartagena and Aguas de Cartagena, which resulted in five findings with administrative incidence, of which two findings have a fiscal impact, one finding has an alleged criminal impact and three findings have an alleged disciplinary impact”said the district comptroller, Ángela María Cubides González.

In the case of the contract with Aguas de Cartagena, the comptroller detailed that they found 5 findings with administrative impact, 2 with tax impact, 1 with alleged criminal impact and 3 with alleged disciplinary impact.

For its part, The contract with the UAECD yielded 12 administrative findings6 with tax impact, 12 with alleged disciplinary impact and two with alleged criminal impact.

The Comptroller’s Office has quantified the equity detriment at 239,553 million pesos for the contract with Aguas de Cartagena and 25,248 million pesos for the contract with the UAECD. which adds up to a total of 264,801 million pesos.

Given the seriousness of these findings, the District Comptroller’s Office decided to transfer the cases with alleged disciplinary and criminal incidence to the Attorney General’s Office and the Attorney General’s Officeto begin the corresponding investigations.

Finally, the comptroller stated that the findings with a tax impact have been sent to the Technical Directorate of Fiscal Responsibility of the Comptroller’s Office for analysis and subsequent processing.
