He also warned the OAS Council that “it cannot allow practices of state terrorism to be part of the history of the Americas in the 21st century,” since “it creates a dangerous precedent for democracies throughout the region.”
He made four concrete proposals to the Member States that aim to maintain “mediation efforts and diplomatic pressure on the Venezuelan authorities to end the policy of terror and open the way to a transition”; respect for sovereignty and the right to vote; that the renewal of the Fact Finding Mission be supported; and adopt a regional response policy to Venezuelan migration, with a human rights perspective.
