Santo Domingo.- Carlos Pimentel, the director of Public Purchasing and Contracting and now also director General Public-Private Partnershipsyes, responded this Friday at reviews for his second appointment in the Government.
He defended his new appointment by arguing, through a statement, that article 144 of the Dominican Constitution establishes that a public official can occupy two positions simultaneously in the public administration, provided that only one of them is remunerated.
So after supporting the legality of his appointment assured that in his capacity as director of Purchasing and Contracting, on the Council of the Public-Private Alliance, with the right to voice and vote in project selection procedures, in any decision that involves or could generate a conflict of interest, I would opt for the inhibition or delegation.

“In addition, it is the responsibility of the APP Council to take any other measure that guarantees the integrity and objectivity of the decisions,” Carlos Pimentel added in the document.
He also stated that the purchasing unit of Public-Private Partnershipsyes will be subject to the same practices.
He also announced that in the coming days he will appoint a regulatory compliance officer such as the one who has Public Purchases and Contracting.
The official said that this designation represents not only a challengebut also: “An opportunity to coordinate strategic efforts that ensure that public procurement is aimed at guaranteeing coordination, coherence and articulation to achieve higher levels of efficiency and contribute to the rationality of spending.”

Likewise, Carlos Pimentel reported that he has begun to structure a structural and regulatory readjustment plan for the administrative and operational integration of both institutions, in order to optimize processes and guarantee the transparency, efficiency and free competition in public purchases and alliances with the private sectoras instructed by President Luis Abinader.
