Last Thursday, the Congress of the Republic approved a rule aimed at strengthening the operational capacity of the National Police (PNP) in the midst of a situation of citizen insecurity and alarming increase in crime. To that end, among other things, the Ministry of Interior (Mininter) is exempt from compliance with a series of legal provisions in order to facilitate the acquisition directly of goods and services for the PNP for a period of 180 days.
In that line, former Interior Minister Carlos Morán said that the opinion unanimously approved in Parliament already contemplates the accompaniment of the Comptroller General of the Republic in the process to preserve the good use of public resources.
However, in statements to Peru21He stressed that, in that context, it is a requirement that the Ministry of Interior and the National Police have an optimal management capacity.
“What is required here is a management capacity and leadership so that these extraordinary powers that are being granted serve to comply with the purpose of the law that is to equip the National Police in the shortest time,” he said.
“Here it is only required that the Ministry of Interior and the Police are at the height of the responsibility that are being commissioned and these immediate and timely processes can be done without any question because the officers or the personnel who are in charge of that assume the criminal and administrative responsibility in case an irregular situation is detected,” he continued.
He indicated that the police institution is going through a “difficult and complicated situation.”
Rapid and effective management
