Carlos Hernán Rodríguez, the new comptroller: what has been his career

Lawyer Carlos Hernan Rodriguez He was elected, this Thursday, August 18, by the Congress of the Republic, as the new Comptroller General to replace Carlos Felipe Córdoba, an appointment that reads as one of the pfirst triumphs of the government of President Gustavo Petro in Parliament.

Rodríguez, who was auditor general of the Republic, obtained 260 votes that came from support that he won from the Historical Pact, from the traditional Liberal and Conservative parties, from the Green Alliance, the party of La U, Mira, Comunes, the New Liberalism and even the opposition Democratic Center.

Even the right-wing party caucus voted for him. Radical change, who initially opted for Maria Fernanda Rangel who was emerging as the winner, but gave up her candidacy on Thursday morning.

Along these lines, the support of some parties that at the last minute decided to support Rodríguez, who is a lawyer from the Santiago de Cali University, has a master’s degree in Constitutional Law and a specialist in Administrative Law, allowed his election with a sweeping vote.

The election of the comptroller was a kind of test of the strength of the Petrista coalition and Rodríguez and Rangel became cards that the parties played and that left the government the winner.

Just a few weeks ago, the name that had the most force was that of lawyer Rangel, who heads the Directorate of Information, Analysis and Immediate Reaction (Diari) of the Comptroller’s Office.

She had the ‘approval’ of the Liberal, Conservative, La U and Cambio Radical parties, which put the government coalition tottering, since she did not have the approval of the Historical Pact bench, since she was perceived as close to the outgoing controller.

However, after several meetings, the traditional parties turned the screw and joined forces to support Rodríguez.

Overcome the controversies in the process of forming the list, Rodriguez won first place, with a final score of 89.87%, after weighing the knowledge test (95.7%), interview (74.5%) and experience, publications and resume (78%).

This was the main argument put forward by liberals, conservatives and those from La U to support Rodríguez, who has said that the “independence, change and development at the principle of harmonious collaboration with the different branches and bodies of public power are the three fundamental axes” of the proposal that he will present to Congress and the country regarding the fiscal control model.

Rodríguez obtained the first place, with a final score of 89.87%.

Rodríguez’s resume highlights his time at the Departmental Comptroller of Valle del Cauca, rated as the best in Colombia in the period 2008-2010.

He also worked in the Ombudsman’s Office and his rise continued until he became Auditor General of the Republic.

It was also daccused of the Departmental Assembly of the Valley in the period 2001-2003.

On April 11, 2002, a command of the ex-FARC guerrilla took over the installations of the Valle Assembly in Cali and kidnapped 12 deputies. Five years later, on June 18, 2007, Colombia fell silent when it learned that this guerrilla group had murdered 11 of them. The only survivor was Sigifredo Lopez.

Rodríguez was saved from being kidnapped because that day he did not go to the Assembly session, as he was accompanying his son to a medical appointment.

The tasks of the Comptroller

The Comptroller is responsible for monitor the management and results obtained with the resources, assets and patrimonial interests of the Colombian State. In addition, in accordance with the provisions of the Constitution, it has disciplinary control of the public servant, carrying out investigations and sanctioning officials who incur in disciplinary offenses in the performance of their duties.

Likewise, it conducts investigations when there are irregularities in the management of public assets.
