It is important to highlight that in 2008, the mayors of Moscow and Caracassigned a friendship and cooperation agreement, to carry out mutual rapprochement projects between the inhabitants of the two capitals, in order to stimulate collaboration between public organizations and promote cultural issues.

Subsequently, in 2010, authorities from both capitals fine-tuned details to establish a project, which consisted of the construction of homes, the urban development and transformation of both cities, and the recovery of old buildings. This exchange is reinforced as part of the policies emanated by the national Executive, led by the President of the Republic Nicolás Maduro, in terms of cooperation and exchange between sister nations, which seek to advance in the multipolar world.
This meeting between Meléndez and Gorbenko was held as part of the inauguration of the Monument to The Liberator Simon Bolivarwhere the Minister of People’s Power for Petroleum was, Pedro Techellea and the Venezuelan ambassador to Russia, Jesus Salazar.
It should be noted that Caracas and Moscow continue to deepen the bilateral development exchange, as part of relations in areas such as energy, transportation, communication, health, sports, and agriculture.
