Colonel PNP Harvey Colchado He was retired this Monday through a controversial resolution signed by the Minister of the Interior, Juan José Santiváñez.
The measure has sparked controversy and the lawyer of the former head of Diviac assures that it is revenge for the role of his client in the raid on the house of President Dina Boluarte in March of this year for the ‘Rolex Case’.
As you remember, at that time, Harvey Julio Colchado Huamaní led the police team supporting the Special Team of Prosecutors against the corruption of power (Eficoop). However, this team was deactivated by the government of President Dina Boluarte in May, two months after her home was raided.
Months later, in November, the PNP colonel was caught dressed as a traffic police officer, guarding a Metropolitano station in the face of the transport strike announced for that date.
This situation was questioned because Colchado has extensive experience in criminal investigation, as well as in the fight against terrorism. In that sense, at the time it was pointed out that an important human resource was being wasted.

Colchado sought to follow the example of his father, who was a member of the defunct Republican Guard. In 1996 he graduated third in his class from the Police Officers School. In 1997 he joined the Counter-Terrorism Directorate (Dircote), went through the Anti-Drug Directorate (Dirandro) and the Criminal Investigation Directorate (Dirincri).
That same year, Colchado had a job that would mark the history of Peru. The now retired colonel was one of the members of the glorious Chavín de Huántar Command, which managed to rescue the hostages kidnapped by MRTA terrorists at the residence of the Japanese ambassador.
His work allowed him to gain experience in the anti-subversive fight. His first great achievement was in 2012, when he joined the strategic group that captured the terrorist Florindo Flores, alias ‘Comrade Artmeio’.
Political tensions
In 2016, Harvey Colchado joined the newly formed police team called the High Complexity Investigations Division (Diviac), in order to confront alleged criminal organizations with ties to power. This led to it supporting operations of the Prosecutor’s Office in the ‘White Collars of the Port’ cases, Odebrecht, Coup d’état 2022, Rolex Case, among others.
All the spotlights were on Colchado in 2019, after an impasse occurred in Congress. As recalled, Colonel PNP was part of the team that would carry out the arrest of former President Alan García in compliance with a preventive detention order against him. However, the former president took his own life when they arrived at his home.
Given this fateful event, Colchado and other officers were summoned to the Congressional Defense Commission to provide explanations about the fatal outcome of the police intervention. In that session, the effective police officer had a strong exchange of words with the then congressman from Fuerza Popular, Carlos Tubino, and from Apra, Jorge del Castillo.
On December 7, 2022, when then-president Pedro Castillo decided to break the constitutional order and carry out a coup d’état, his escort stopped him when he was heading to the Mexican Embassy in San Isidro; However, Lima traffic and the spontaneous blockade of citizens prevented the coup plotter from reaching the diplomatic headquarters.
Hours later, Castillo was placed at the disposal of the authorities and Harvey Colchado was present. Previously, in August of that year, the then president had denounced him for the raid carried out in the Government Palace, where Jennifer Paredes, niece of the ‘professor’, was being sought. However, the complaint was filed by the PNP.
Two years later, Havey Colchado would again have to have friction with the highest sphere of power, but this time it would be with Pedro Castillo’s successor, Dina Boluarte. The president is investigated for alleged illicit enrichment, having been caught with luxurious high-end watches.
This investigation led to an investigation being ordered at the president’s home in March 2024, which was raided by Diviac on March 30.
This action has been considered by Colchado’s lawyer as the reason why his sponsor has been retired. In that sense, he described it as “revenge.”
