After the publication made by our media about the disputed call for tenders carried out by the Ministry of Children and Adolescents (MINNA) in which the company Rosa Mabel Capli was awarded a value of G. 17,900 million, for the ” Acquisition of Multi-Annual Food Supplies and Basic Baskets”, other questions arose that are added to the list of doubtful processes that are presented as antecedents for the firm.
According to the public documents that the El Independiente team was able to access, Capli’s firm practically accounts for most of the calls for bids, mainly those made by MINNA.
So much so that it seems as if the ministry itself sought to favor Capli during its calls, because during a call for tenders carried out in 2019, they intended to award the aforementioned firm, despite the fact that it had submitted a much more expensive offer than other company; Said group not only had a more accessible offer, but also met all the requirements, for which it filed several protests against the award to be made by MINNA.
The National Directorate of Public Procurement (DNCP) published the history of protests made for said award, which was carried out under the name “Acquisition of Food Supplies and Basic Baskets, Multi-year Open Contract 2019 – 2020”, with the ID 365270.
Despite the fact that the protests were taken into account by the DNCP, the MINNA decided to declare the award process void, so that the protests would not continue, and developed another call for bids, but this time by way of exception, in which only Rosa Mabel Capli could be presented and was awarded for G. 17,900 million.
The process appears under the name “Acquisition of Inputs, Food and Basic Baskets – Pluriannual 2020/2021”, with two batches, the first with 51 items and the second with 17.
After these events, the last call for tenders for 2021 was carried out, with more than 64 items awarded to Capli and most of them overcharged, when market prices did not match the offer made by the firm.
HISTORY OF QUESTIONS
Determining other aspects regarding the presentation of Rosa Mabel Capli in the calls for bids, it was concluded that said firm even belongs to a conglomerate of various companies that present themselves simultaneously to the calls to benefit.
The companies linked to Rosa Mabel Capli are: Fortaleza Emprendimientos, with the legal representative Carlos Atilio Carlson Capli; Car & Cap Services, with the legal representative Hugo Atilio Carlson Núñez; Roma Empreendimentos, with the legal representative Maria Alejandra Mabel Carlson Capli.
The firms, with their respective representatives, are a family and the company Fitra SRL, with the legal representative Gustavo Trabucco; This group is part of the Canossiane Consortium, which is also made up of Rosa Mabel Capli.
In this way, the firms present themselves to the same calls for bids, so that at least one of them or several benefit.
To put in context and as an example, in 2014, the government of Itapúa had adjudicated three members of the family. These were Hugo Atilio Carlson Núñez, Rosa Mabel Capli and Maria Alejandra Mabel Carlson Capli, for the amounts of G. 2,392,081.06, G. 2,568,065,850 and G. 5,314,732,731, thus adding up for the Carlson Capli a total of G. 10,274,879,646.
