The strongest sanction, however, was not economical: the INE “lowered” 11 local candidacies that won their choice but evaded the audit and did not report the INE or a single operation.
The sanctions were imposed resulting from the reviews made by the Technical Unit of Supervisory (UTF), which detected 8,049 offenses or irregularities committed by candidates for federal judges and 9,547 by local flag bearers.
The most common irregularity in the first case was the absence of verification of expenses, for 2.5 million pesos; Receive prohibited contributions (in cash or in kind by natural or moral persons) and make expenses that were not reported before the INE, but were detected during the control, for 1.5 million pesos.
In the case of flag bearers to local judges or magistrates, the most recurring anomaly was the absence of expenses, which together amounted to 1.5 million pesos.
“The offenses are not lower (there were) multiple cases of income and prohibited contributions, unseeding expenses, omissions in the presentation of account states, XML or reports in the mefic, events held without registration, with false information,” warned the president of the Supervisory Commission, Carla Humphrey.
“Multiple pieces of propaganda were recorded in social networks and Internet pages, many without invoices, without contracting notices, without payment evidence, without identifiable origin. We detect influencers, opaque consultancies, content scheduled without report in the mefic and triangulation of expenses,” he added.
He regretted that the economic fines are low by judicial resolution: the candidates for local judges were the level of election with the highest amount of sanction, 5.3 million pesos together, and 4.3 million pesos for candidates for magistrates of collegiate courts of circuit.
The counselor Martin Faz stressed the low of the sanctions, but considered that it was derived from the fact that all kinds of control were imposed on judicial campaigns: not receiving financing of any kind, using only personal resources, not printing propaganda more than in recyclable matters, in addition to not making forums or debates if all the contestants were not.
