Caminera awards criticized company for breathalyzers

The Highway Patrol awarded the company Winner SRL for G. 2,584 million (US$ 376 thousand) for the acquisition of 114 breathalyzers. The firm was widely questioned for monopolizing tenders from the Ministry of the Interior during the past year.

The company Winner SRL was awarded for a total value of G. 2,584 million (US$ 376,000), managed to win the tender called “Acquisition of Breathalyzer for the National Directorate of the Highway Patrol” with the ID 413,308. For this tender, offers began to be received since last Tuesday, April 19.

The Ministry of Public Works and Communications (MOPC) was the institution in charge of carrying out the call for bids under the category; “Military and Security Teams. Security and Surveillance Service”, by the type of procedure of National Public Tender (LPN).

The aforementioned institution awarded one item; 114 breathalyzer units with a unit price of G. 23 million.

The aforementioned firm’s legal representatives are Luis Fernando Britez Chamorro and Oscar Daniel Brítez Chamorro.

Winner SRL was the only company that responded to the call.

BACKGROUND

The Winner SRL firm was highly questioned by several media outlets after winning several tenders in the Ministry of the Interior during 2021.

The company is dedicated to offering computer solutions and document security. Some of the tenders won were for the provision of supplies for the provision of identity cards and passports for G. 17,500 million, maintenance of computer hardware for G. 600 million, renewal of forensic software licenses for G. 244 million, acquisition of ammunition for G. 14 million, a ballistic identification system for G. 5,600 million, among other awards.

ROAD

The last time Winner SRL sold breathalyzers to the State was in July of last year. On that occasion, it delivered three units of the artifacts for G. 22 million to the Ministry of National Defense.

The following August, the MOPC tried to purchase breathalyzers for the Highway Patrol, but the tender was declared void. It involved 101 artifacts for G. 23 million each, totaling the sum of G. 2,347 million.

STRIKING NUMBERS

In tender 367761, the Highway Patrol, through the MOPC, acquired 75 breathalyzers for almost G. 4 million each. Which shows a great difference in prices in relation to those recently purchased.

On that occasion, the awarded company was Segel Logística SA

We tried to contact authorities from the Highway Patrol to get more details about these breathalyzers but we did not have answers.
