After meeting with the College of Leaders this Thursday (24), the mayor, Deputy Hugo Motta (Republicans-PB) (photo), reported that the debate of the theme will be postponed in search of an agreement between all actors.

“Party leaders, who represent more than 400 parliamentarians in the house, have decided that the topic should not enter the agenda next week. This is not saying that we will not follow dialoguing to search for a solution to the theme. We will continue talking so that the house can find a way out,” Motta told the press.

Last week, the opposition got signatures from 264 deputies to guide the urgency of the subject, hoping that they could put the PL of the amnesty in vote.

Motta recalled that the definition of the plenary voting agenda is the mayor’s prerogative and will continue to dialogue with the leaders to reach an agreement. Also, he said he saw a “light at the end of the tunnel” to resolve this issue.

“The parties that defended the postponement of the agenda and the parties that are, convincely, against the agenda were also disposed to dialogue. There is a sign that dialogue can, in the end, advance to a solution,” he added.

Motta also said that no one is agreeing “with exaggerated feathers that some people have received” and “there is a sense of convergence that something needs to be done.”

“This is, yes, a sensitive agenda to all of us, and we will continue to dialogue, conducting this debate as deeply as possible so that a solution can be given,” added the mayor.

Obstruction

Opposition parties that press the theme to be analyzed as soon as possible promise to obstruct the work of the house until the urgency is not appreciated.

PL leader Sostenes Cavalcante (PL-RJ) said the leaders demanded to see the text of the project that will be voted to decide whether to guide the matter. “The text can only be presented when the plenary rapporteur is appointed,” said Sostenes.

According to Sostenes, the PL is willing to negotiate a new text to present to the rapporteur who is chosen. “We already have the sketch of a synthetic proposal, needs, to contemplate only January 8 and correct the penalties of the people who deprived public assets and have proven images,” he said.

The new proposal, in theory, differs from that presented by the Chamber Constitution and Justice Commission (CCJ) last year by the rapporteur Rodrigo Valadares (Union). The text said that the project grants amnesty to “to all who participated in demonstrations anywhere in the national territory of October 30, 2022 to the day of entry into force of this law, under the conditions that specifies”.

Despite mourning the decision not to guide the urgency of the project, Gostenes celebrated “advances”.

“It is beautiful to see until the leaders of the left say that the dosimetry that the STF has played for these people is wrong and needs to be revised. This is unanimous. It is already the first great victory of amnesty,” he added. Dosimetry is the process that defines the penalty of each convict.

Sostenes Cavalcante said parliamentarians will not only obstruct the session of the Constitution and Justice Commission (CCJ) that should analyze next week the appeal of Deputy Glauber Braga against the revocation of his mandate.

The PL leader said an agreement was made with so -called Centrão parties so that they did not obstruct Glauber’s process analysis in the CCJ. “Apart from this subject, [em] All the others, we will be in obstruction, ”he added.

Government

The government leader in the House, José Guimarães (PT-CE), said that the PL in amnesty is not a priority and that the house should start, next week, the process of granting the income tax exemption for those who receive up to $ 5,000, in addition to installing the Special Commission for the Proposal of Amendment to the Constitution (PEC) of Public Security.

“Any injustices in the so -called dosimetry [das penas] They need to be, of course, considered by us. But several of us say that it is not possible to amnesty the generals, who planned, who organized, who manipulated innocent people with the attempt to blow. It cannot. There is no amnesty for those who commit a crime against democracy, ”said Guimarães.

Coup

The denunciation of attempted coup d’état made by the Attorney General’s Office (PGR) says the goal of the plot was to nullify the 2022 presidential elections and that it was included President Luiz Inacio Lula da Silva, Vice President Geraldo Alckmin and STF Minister Alexandre de Moraes.

According to the complaint, the coup plot led by former President Bolsonaro sought support from the Armed Forces for the State of Sítio decree, which would work to promote a democratic rupture in Brazil. The investigated deny the accusations.
