The Callao Prosecutor’s Office opened a preliminary investigation for 60 days against the vice-governor of Callao, Edita Vargasand other possible suspects for the alleged crimes of aggravated usurpation, usurpation of public functions and disobedience to authority, following the incidents that occurred on February 2 at the headquarters of the Regional Government of Callao. The complaint was filed by Ciro Castillo Rojowho attempted to resume the position of regional governor after an appeals chamber revoked his preventive detention and granted him restrictive appearance, a decision that – he maintains – legally enabled him to resume functions.
According to the prosecutor’s account, security personnel prevented the entry of Red Castle to the premises of GORE Callao and blocked the access of citizens who came to carry out procedures, which led to the temporary paralysis of public services. Although a colonel of the National Police ordered entry to be allowed because it was a state entity, the instruction was reportedly ignored.

For him Public Ministrythese events could constitute “the dispossession or disturbance of a State property intended for public services”, in addition to the exercise of functions “by a provisional authority whose legitimacy would have ceased after the judicial resolution.”
The investigation will seek to determine if there were valid reasons to restrict access to the building and for Vargas to continue performing his duties, or if, on the contrary, there was contempt for a court order. Among the procedures ordered are the review of the security cameras of the GORE Callaothe notebook of occurrences of the main entry, the technical-police inspection of the property and the compilation of resolutions, notifications and minutes of delivery of charge that allow establishing whether there was an effective exercise of functions without legitimate title.
