Caixa Econômica Federal, the National Bank for Economic and Social Development (BNDES) and the Special Secretariat for the Investment Partnership Program (Seppi) of the Ministry of Economy announced today (20) an agreement to develop concession projects and public-sector partnerships. (PPP) across the country. The partnership intends to multiply investments in infrastructure in the coming years, mainly in public lighting and sanitation projects.
In the first phase, the agreement provides for training on PPPs for municipal and state employees, in an accessible and free way through the Virtual School of Government of the National School of Public Administration (Enap). The first module, developed by Caixa, will be available from next week.
The partnership also provides for public calls to strengthen concession and PPP projects and boost private sector investments in the public lighting and sanitation sectors. Municipalities may submit proposals, individually or through public consortia, according to the guidelines of the call.
In addition to structuring the projects, Caixa and BNDES will help to choose the enterprises with the greatest market potential and local governments in the decision-making process for the most appropriate model for providing public services.

Until September 30, the publication of the first public notice for the selection of public lighting projects is scheduled. Proposals must benefit municipalities with at least 80 thousand inhabitants and intercity public consortia (between two and 30 municipalities) with more than 100 thousand inhabitants
In urban solid waste management projects, guidelines will be established to support subnational entities in structuring concession projects and PPPs that serve groups of municipalities organized in regional arrangements recognized by the Legal Framework for Sanitation. The focus is on household waste management activities, such as collection, transshipment, transport, sorting for reuse or recycling, environmentally appropriate treatment and final disposal.
