The elected president of the Republic, Yamandú Orsi, presented his team of ministers and undersecretaries
Until now, the only cabinet member who had been publicly confirmed by the former mayor of Canelones was Gabriel Oddone. The economist was announced as an eventual minister on September 23, a month before the first round election.
MINISTRY OF ENVIRONMENT
Minister: Edgardo Ortuño. Director of OSE representing the Frente Amplio, undersecretary of the MIEM during the government of José Mujica, deputy in the period 2005-2010 and senator elected by the Artiguista Vert for the next legislature.
Undersecretary: Leonardo Herou. He works as general director of Environmental Management in the Municipality of Canelones.
MINISTRY OF NATIONAL DEFENSE
Minister: Sandra Lazo. Senator for the Popular Participation Movement since 2019 and has been a member of the National Defense Commission of the Upper House.
Undersecretary: Joel Rodriguez. He works as an associate of the Ministry of Defense and was part of the portfolio until 2020 as director of Financial Resources.
MINISTRY OF SOCIAL DEVELOPMENT
Minister: Gonzalo Civila. Elected deputy in two periods: 2015-2020 and 2020-2025, elected senator for the next legislature.
Undersecretary: Federico Graña. During the second government of Tabaré Vázquez he was director of Sociocultural Promotion in the Ministry of Social Development and is currently the director of Municipal Development and Participation in the Municipality of Montevideo.
MINISTRY OF ECONOMY AND FINANCE
Minister: Gabriel Oddone. He is an economist from the University of the Republic and a doctor in Economic History from the University of Barcelona. He was a partner at the firm CPA Ferrere, a senior researcher at the Center for Economic Research (CINVE) and worked for the Inter-American Development Bank (IDB), the World Bank.
Undersecretary: Martin Vallcorba. He is an economist from the University of the Republic.
MINISTRY OF EDUCATION AND CULTURE
Minister: José Carlos Mahía. Until 2022 he was continuously a deputy for the department of Canelones; Since that year he assumed office as senator.
Undersecretary: Gabriela Verde. A teacher by profession, she was a Primary counselor elected by teachers during this administration and is a leader of ADEMU Montevideo.
MINISTRY OF LIVESTOCK, AGRICULTURE AND FISHERIES
Minister: Alfredo Fratti. Veterinarian by profession. In 2005 he was elected deputy for Cerro Largo, during the administration of José Mujica (2010-2015) he was president of the National Meat Institute (INAC), from 2015 to date in the House of Representatives and was elected senator for the next legislature.
Undersecretary: Matías Carámbula. He is an agronomist. Since 2000 he has been an associate professor of Rural Sociology at the Faculty of Agronomy of UDELAR.
HOME OFFICE
Minister: Carlos Negro. A lawyer by profession, he joined the Prosecutor’s Office more than two decades ago and as of 2016 he was promoted to the 1st Shift Organized Crime unit. Undersecretary: Gabriela Valverde. An accountant by profession, in the last government she was in the Ministry of the Interior in technical advisory roles.
MINISTRY OF INDUSTRY, ENERGY AND MINING
Minister: Fernanda Cardona. Lawyer by profession and current representative of the opposition on the UTE board of directors.
Undersecretary: Eugenia Villar. Lawyer. She is currently a close advisor to Senator Silvia Nane.
MINISTRY OF FOREIGN AFFAIRS
Minister: Mario Lubetkin. He is representative for the region of the Food and Agriculture Organization of the United Nations (FAO).
Undersecretary: Valeria Csukasi. She has a degree in International Relations and until 2020 was in charge of the general directorate for Integration and Mercosur Affairs. From June 2022 to date, she was appointed ambassador of Uruguay in Malaysia.
MINISTRY OF PUBLIC HEALTH
Minister: Cristina Lustemberg. By profession she is a doctor in pediatrics and in the last Vázquez government she was undersecretary of the portfolio until she resigned to take up her seat in the Deputies. Undersecretary: Leonel Briozzo. He is a doctor and grade 5 professor of the Gynecotocology clinic at the UDELAR Faculty of Medicine. Until 2022 he was in charge of the Obstetric Medical Department of Pereira Rossell.
MINISTRY OF LABOR AND SOCIAL SECURITY
Minister: Juan Castillo. He was for years a leader of the PIT-CNT and during the second government of Tabaré Vázquez he held the title of the National Directorate of Labor.
Undersecretary: Hugo Barreto. He is a fifth-grade professor of Labor Law and was director of the Labor Law and Social Security Institute of the University of the Republic.
MINISTRY OF TRANSPORTATION AND PUBLIC WORKS
Minister: Lucia Etcheverry. By profession a social worker. During the Mujica government she was national director of Housing.
Undersecretary: Claudia Peris. Architect graduated from the University of the Republic. He specializes in the execution of infrastructure and road projects.
MINISTRY OF TOURISM
Minister: Pablo Menoni. Electrical engineer. He is currently Director of Transportation of the Municipality of Montevideo.
Undersecretary: Ana Claudia Caram. She is deputy director of Tourism in the Municipality of Rocha. Departmental Edila, master in Tourism and professor of Geography.
MINISTRY OF HOUSING AND TERRITORIAL MANAGEMENT
Minister: Cecilia Cairo. She has been a deputy for the MPP since 2020. In Deputies she was a member of the Population and Development, Public Health and Housing and Territory commissions.
Undersecretary: Christian Di Candia. He was mayor of Montevideo between April 2019 and November 2020.
PLANNING AND BUDGET OFFICE
Director: Rodrigo Arim. An economist by profession, he was dean of the Faculty of Economic Sciences between 2010 and 2018. That year he was elected as rector of Udelar and re-elected to continue holding that position in 2022 after having broad support from the faculty.
Deputy Director: Jorge Polgar. An economist by profession, he was president of Banco Hipotecario del Uruguay from 2008 to 2011, undersecretary of the Ministry of Economy and Finance from 2013 to 2015 and president of Banco República between 2016 and 2020.
PRESIDENCY OF THE REPUBLIC
Secretary: Alejandro Sánchez. Leader of the Popular Participation Movement (MPP), in 2007 he was appointed general secretary of the Departmental Board of Montevideo and was a representative from 2010 to 2020, the year in which he assumed office as senator after the resignation of José Mujica. Prosecretary: Jorge Diaz. He is a lawyer from the University of the Republic; He served as Justice of the Peace, he was a Legal Judge. In 2005 he was promoted to 4th Shift Criminal Judge in Montevideo and in 2008 he was appointed head of the Criminal Court Specialized in Organized Crime. In 2012 he was appointed as Court Prosecutor and Attorney General of the Nation, a position from which he resigned in October 2021.
