The Cabinet Council approved this Tuesday the allocation of an additional spectrum for the AWS band, as well as its cost for mobile phone concessionaires, whose funds will be used so that more Panamanians can connect to the Internet network.
The Council of Ministers approved the draft Cabinet Resolution 41-22, which authorizes the National Authority for Public Services (ASEP) to authorize the recommended methodology to establish the price that mobile telephony concessionaires must pay for the right of use of the AWS band, in the event that they make use of the right consigned in Clause 55 of the concession contracts.
Armando Fuentes, ASEP administrator, explained to the ministers that this is an additional allocation of the AWS band that has 120 MHz free and whose price will be B/.1,214,287 per MHz.
Fuentes indicated that the income produced by the sale of this spectrum, according to Law 197 of 2021, will be distributed as follows: 50% for the National Treasury; 25% for the development of coverage, especially through the Universal Access Board; and 25% for the development of cable burial according to Law 59 of 2008.
He added that this percentage of the Universal Access Board will allow 289,000 Panamanians to connect to the Internet in various communities.
For this purpose, the Minister of Government was authorized to sign the addenda to the concession contracts.
The Council of Ministers also approved the project of Cabinet Resolution 42-22, which authorizes the Minister of Education to present before the National Assembly the project of law 0622, which establishes guidelines for the transformation, improvement and well-being of the educator and dictates other provisions.
The Minister of Education, Maruja Gorday de Villalobos, presented to the other ministers the guidelines for the transformation of teacher improvement and well-being, which, in turn, creates an Institute of Improvement through an Association of Public Interest.
I emphasize that this is a commitment that responds to line of action 124 of the Government Plan.
The Institute of Higher Studies for the Improvement and Well-being of the Educator will be a center for education and continuous training in English, in the “steam” approach and pedagogical strategies.
The purpose of the creation of this Institute is to train teachers and at the same time achieve a high quality comprehensive education.
