The leader of the Cabildo Abierto party, Guido Manini Ríos, proposed this Wednesday that the pensions for victims of torture and abuse of the dictatorship not be hereditary, which found support in the Minister of National Defense, Javier García.

For Manini Ríos, the hereditary condition of these pensions is “an injustice” and wants that to be repealed. According to the ultra-conservative legislator, this fact represents an inequality for the rest of the pensions that currently exist in Uruguay.

“I think it’s very manageable, you have to analyze it,” said Javier García. In his opinion, the fact that they are hereditary makes them “privilege pensions”, and added: “Now that we talk about privilege retirements, these are privilege pensions, right? Because they are hereditary. they do not exist in that situation”, taking advantage of the discussion about the retirement of the military that have been pointed out as privileged due to their high amounts and low retirement age.

At a press conference on Monday, the lobbying senator said he understood that there “margin to negotiate” and that he will insist to the government of Luis Lacalle Pou that changes proposed by Cabildo Abierto and that, until now, have been ignored, are included.

From the Colorado Party they are upset with the discrepancies of Manini Ríos and his party, because they believed that “There was already an understanding.” “We have accepted a proposal from the Open Council that was not shared, such as extending the transition period. It’s surprising,” he told the newspaper. The country a Colorado leader who spoke from anonymity.

The law of reparation

Law No. 18,596 of 2009 recognizes the right to full reparation for those who consider themselves victims of State terrorism and its illegitimate actions. The law recognizes a “Breach of the Rule of Law in Uruguay that prevented people from exercising their fundamental rights in violation of human rights, from June 27, 1973 to February 28, 1985.”

The people affected by this type of reparatory pension are those who were affected by State terrorism between June 27, 1973 and February 28, 1985, and the victims of the illegitimate action of the State in the period from June 13 1968 and June 26, 1973.

The people who are beneficiaries of these pensions suffered violence against their right to life, psychophysical integrity and freedom, both inside and outside of Uruguay, for political, ideological or union reasons. Additionally, their right to due legal process was violated.
