The Treasury records indicate that it was in 2021 and 2022 when the amounts destined to the benefits of public servants had the slightest proportion with respect to total expenditure, with 5.1% and 5.6%, respectively, as part of the austerity policy of the federal government, in addition to the effects of the pandemic. However, in 2023 and 2024 the proportion rose and remained at 6.2%.
“If there are many employees and are uploading benefits, it makes sense, but the base workers decreased, and stimuli rose to us that these are concentrated in a few positions,” said Christopher Cernichiaro, postdoctoral researcher at the Metropolitan Autonomous University (UAM).
The increases in the benefits are faced with a lower number of institutions of the Federal Public Administration, which went from 316 in 2018 to 304 in 2023. And a lower number of holders, which went from 281 to 269; Meanwhile, the total number of bureaucrats went from 1.4 million in 2018 to 1.6 million in 2023, very close to the 2017 levels, refers to the National Federal and State Government Census 2024, of INEGI.
The proportion of employees also changed, according to their type of hiring. Base or unionized workers went on to represent 72% of the federal government workforce to 70%, while hiring for fees increased from 1.4% of the total to 2.3%; Those of trust dropped from 21% to 16%.
Among the benefits that are the most resources of the public treasury, the bonus, assignments for support to the family economy, contributions to IMSS, holiday and Sunday cousin; Punctuality, seniority premium, punctuality, assistance, savings fund, impaired unemployment, contributions for the retirement savings system, contributions to IMSS, ISSSTE, Help for books, titration support, overtime and economic days.
They also shine those destined for lenses, orthopedic devices, auditory, wheelchairs; employee of the month; for years of service; Children’s Day, Kings Day, Mother and Father’s Day, Secretary Day; didactic material, guards, flight assignment, help for toys, among others.
“They are benefits of days and things, which in my opinion are unproductive, especially when you can now do things at a distance; for example, I think it is worth knowing what type of benefits are and how they are distributed, and it does reorient it, because every weight that is destined to spend in these benefits is a weight that you stop spending on other things that are also more important,” said Cernichiaro.
By administrative branch, the payment of benefits is concentrated in the IMSS, Public Education, Petróleos Mexicanos, Federal Electricity Commission, non -sectorized entities, forecasts and contributions for education systems, national defense, finance and health.
In the last quarter of 2024, the first in charge of the Government of Claudia Sheinbaum, the payment for these benefits was the highest registered in the same periods since 2018.
