From this Monday (3), the slips can be paid not only by barcode, but through other instruments, like pix. Resolution approved by the Central Bank (BC) in December that modernizes the traditional bank slip.
Now, slips may contain a specific QR code for PIX payment. Just the user point the phone and complete the transaction. The great advantage is that the operation by Pix is compensated instantly, without the need to wait several days, as with part of the current bank slips.
Another novelty approved by the December resolution still depends on BC’s normative instruction to come into force. The dynamic (or dynamic ticket) billing ticket allows the transfer of ownership of papers when debt is marketed and exchange of hands.
According to the BC, the tool will bring more security in collection debt payments represented by certain types of securities, such as the bookkeeping duplicate provided for in Law No. 13,775, of December 20, 2018. Normative Instruction will define the types of financial assets that may be linked to the dynamic ticket.
As these securities can be negotiated, the BC considers it essential to ensure security for both the payer and the creditor that payments will be destined to the legitimate rights holder. To ensure the correct disposal of automatic payments, the dynamic ticket will be linked to the title, digitally issued on BC authorized systems.
According to the Central Bank, the creation of the dynamic ticket represents a huge breakthrough to modernize the financial system and give more security in negotiating important types of securities essential to the promotion of companies, especially small and medium size.
“Regarding the bookkeeping duplicates, security extends to both the drawee, debtor of the debt, which, using the same ticket presented to it through physical or electronic means, will be able to automatically fulfill its obligation to make the payment to the legitimate Duplicate creditor, regarding the financier who acquired the title, who will not need to make payment of payment instruments to ensure the receipt of the funds acquired, ”explained the agency in a statement in December.
As the bookkeeping or registration systems that will give digital support to these securities or assets are still implemented, the dynamic ticket should be adopted within six months of approving at least one of these systems.
