To reach more victims, improvements were introduced to the law
In one of his last actions before the end of the 49th Legislature he approved made some modifications to a standard approved in December of the year 2023.
It contemplates the situation of more than 20,000 debtors in readjustable units with the Mortgage Bank and the National Housing Agency.
With the changes a broader universe of victims will have access to the benefits established in Law No. 20,237.
“When we voted for it in deputies, on December 12 and was promulgated on the 23rd of the same month, it generated an entire expectation. In addition, we had assumed the commitment- all the legislators- and in a very good proposal of the Broad Front it was considered important to evaluate the application of the law, to how many people had really benefited ” told the Dr. Carmen Tort.
“It happened that they were not so much of the 24,000 that was at the beginning and it happened that the application of this law had difficulties, itself for the trust that was the National Housing Agency” He added.
With votes of the coalition the recess rose

Only the original loan, not other items
In this session at the beginning of the previous week, 2 articles and 3 subsections were approved that shape the definitive change of Law 20.237.
One of the modifications has to do with the loan amount. “There was talk of USD 80,000 of the original credit where the trust included charges that the debtors had had” recalled. “In including items that were not specifically part of the amount for which the mortgage was made, many people were outside. From there we exclude those other items leaving only the 80 thousand dollars from the original mortgage credit. In this way we cover another universe of hostages ” He stressed.
Have paid 35% of the original debt
In another order, the new standard clearly established that the loan holder must have 35% of the original debt. “There we include other items that the debtor may have paid: deposits, deliveries and previous savings” Dr. Carmen Tort detailed.
Finally, he recalled that for debtors or victims, they could take advantage of the law should be up to date with national or departmental taxes, but as of December 23, 2023. “The letter of the law allowed that interpretation, so we made it clearer. Now the taxes must be up to date at the time of writing signing. Those debtors who paid more than 40 years and who are already in a position to write and those who are freezing their fee, are included ” He said.
“On the other hand, it is becoming very complicated because there were many debtors who had the record of being up to date, but it did not work because it should be the institution itself that sent it. This was very slowed down the process ” pointed out.
