The rapporteur for the 2023 Union Budget, Senator Marcelo Castro (MDB-PI), said this Monday (19) that the resources provided for in the rapporteur’s amendment, the so-called PR9, will be redistributed to meet bench amendments and amendments of commission. Castro’s report provides for the allocation of R$ 19.4 billion to the RP9, better known as the secret budget.
The change in the allocation of resources was defined after a decision by the Federal Supreme Court (STF), which overturned the current model for distributing rapporteur amendments. By 6 votes to 5, the court finalized today (19) the judgment of actions of the parties Citizenship, PSB, PSOL and PV, which understand that the RP9 amendments are illegal and not provided for in the Constitution??
“I cannot, on my own initiative, put it where I want. I can only allocate this resource where there is amendment. Wherever requested. So, what remains today are bench amendments and commission amendments. As commission amendments are of a general, national nature, we will give preference to commission amendments. We are going to take this R$ 19.4 billion and distribute it among the National Congress commission amendments, both in the Chamber and in the Senate”, stated Castro.
The secret budget nickname arose from the absence of identification of deputies and senators who indicated the application of such resources. Thus, according to critics of the RP9, the amendments are used by the Federal Executive to co-opt deputies and senators to vote on matters of their interest in exchange for direct allocations to public bodies.
