The leader of the Morena bench, Ignacio Mier, announced that the reserves that the 4T will support will be those proposed by his party, one on the La Escuela Es Nuestra program, for the “extension of hours”, another to create the Fund for strengthen the security of states and municipalities, and a reservation from its allies in the Labor Party (PT) on the use of resources derived from reimbursements.
He did not offer details of any of them, but the one that implies the largest amount, at least 1,000 million pesos, for the new “Specific Fund for strengthening the capacities of local police forces”, ordered by the reform that expanded the use of the Armed Forces in public security tasks until 2028, although it will have resources, they will not be additional.
Contrary to what was promised in the constitutional reform, only the transfer from one budget branch to another is planned, according to the reservation, prepared by the morenista deputy Juan Ramiro Robledo.
It is, accused the Citizen Movement, of a “deceit”, since there will be no extra resources: they will be taken from those that by law correspond to the federal entities for public security, concentrated in the new fund and also delivered to the states, but with new rules, without additional funds.
According to the proposal, the Contribution Fund for Public Security of the States and the Federal District (FASP) that integrates the funds of Branch 33, will be reduced by 1,000 million pesos.
That amount will go to federal contributions to be exercised by the Executive Secretariat of the National Public Security System, dependent on branch 36 Security and Citizen Protection.
According to the so-called “militaristic reform” that extended the work of the Army in the streets until 2028, it will be the Executive Secretariat that must issue the guidelines for its exercise and publish them in the first quarter of 2023.
These must include: the eligibility formulas of the beneficiaries and the distribution of resources; the obligations of the states and the concepts of expenditure according to the priorities defined by the National Council of Public Security.
For this reason, MC advanced its rejection of the proposal, a “confiscation” of resources from a Fund “and take them to the discretionary administration from the Federation.”
