“There are things that can be improved in the implementation, those that generate noise, but it is a non-reimbursable cooperation that must be used for the enormous needs that we have in education,” said Ovelar, in an interview with Universo-Nación Media.
For its part, the European Union presented three main points about the non-reimbursable agreement with Paraguay:
The EU does not finance the Educational Transformation project.
Does not decide the content of the curriculum of the Paraguayan public education system
The funds that the EU allocates to the education sector are non-reimbursable and unconditional.
