The properties of Fray Servando 172 and 174 are considered high risk since both were built at the beginning of the 70s, registered damage to the 1985 E earthquake and were impacted again by the earthquake of September 19, 2017.
Located in front of the Tlaxcoaque Square, the buildings are 3,000 and 7,000 square meters of construction respectively.
The demolition will cost seven million pesos through a fiscal loan granted by the city government. The works will be supervised by the Commission for Reconstruction and the Institute of Security for Constructions.
Inti Muñoz, Secretary of Housing, indicated that the capital government seeks to buy both properties to create an accessible housing project on the ground.
“The intention is that in this building, where there has been structural risk, where there has been a vacuum in recent years, what emerges is an affordable housing project,” said the official.
The Head of Government said that in addition to Fray Servando 172 and 174, other buildings to intervene have already been identified: six buildings in Tlatelolco, where a study in process will define how they should be rehabilitated; also the private buildings located in Insurgentes Sur 102 corner with Nice, as well as in San Antonio Abad 8.
To pay for the demolition, rehabilitation or reconstruction of the buildings, three main schemes will be used:
– In housing units of social interest, it will be paid by the city government.
– In private real estate, investment and rehabilitation schemes will be made in coordination with the owners.
– Option to tax credits and other alternatives.
The program will continue with four main actions:
– Continue with the diagnosis of buildings to identify those at high risk.
– Apply defined protocols for the intervention of real estate with high risk of collapse or with structural vulnerability.
– Generate solutions to define the origin of resources to address the risk in real estate.
– Strengthen, demolish, rehabilitate or rebuild buildings with greater seismic risk.
Brugada said that the Reconstruction Commission – which in its government was absorbed to become an address of the Ministry of Housing – must become the area responsible for attending the risks in housing and housing units of the city.
