The President of the Republic, Jair Bolsonaro, said this Monday (28) that Brazil will make an ordinance to guarantee the access of Ukrainians to the Brazilian humanitarian passport. The announcement was made in an interview with Jovem Pan radio and broadcast on the president’s social networks. “We will do everything possible to welcome the Ukrainian people,” he said.
According to Bolsonaro, the ordinance that will regulate the entry of Ukrainians through humanitarian passports should be published in the coming days. The president said that Brazil will continue with a neutral stance in relation to the conflict between Russia and Ukraine that began last week.
In recent days, the president had already spoken about the matter, when he highlighted that Brazil has been clear about its position “in defense of the sovereignty, self-determination and territorial integrity of States”.

The president stated that there is no provision for Brazil to impose sanctions on Russia as a result of the conflict. According to Bolsonaro, Brazil has an “enormous dependence” on fertilizers from Russia and, in the event of sanctions, agribusiness would be “seriously affected”. “I believe these sanctions are unlikely to prosper,” he said.
President Jair Bolsonaro once again highlighted the Russian government’s support for preserving the sovereignty of the Amazon in international discussions and said that without Russian fertilizers, Brazilian agribusiness would be harmed, which could generate food insecurity and food inflation.
Bolsonaro also spoke about the criticism of the Ukrainian representative in Brazil and stated that Brazil must have balance in the relationship between countries.
Brazilian rescue
The Ministry of Foreign Affairs (MRE) reported that eight officials from the Itamaraty arrived in Warsaw, capital of Poland, to help in the process of rescuing Brazilians prevented from returning to the country because of the conflict between Russia and Ukraine. “This task force will send a detachment to Lviv, Ukraine, where a support office will be set up for Brazilians who are trying to leave the country”, says the publication, on social networks.
