After losing the presidential election in October 2022, former President Jair Bolsonaro gathered with “radical” groups that “romanticized” article 142 of the Constitution to stimulate military intervention in the country.
The allegation appears in the first statement to the Federal Police (PF), on August 28, 2023, provided by Lieutenant Colonel Mauro Cid, former presidential assistant of former President Jair Bolsonaro who signed an award-winning denunciation agreement with the investigators.

According to Cid’s report to the PF, after being defeated in his attempted reelection in October 2022, Bolsonaro began to receive three distinct groups in the Dawn Palace, one of which was formed by people “who would like, somehow like to encourage a coup d’état ”.
This group “wanted him [Bolsonaro] Signed the decree, ”said Cid, referring to a draft decree for the intervention of the military in the Electoral Court. The document provided for the arrest of Moraes himself, as well as Minister Gilmar Mendes, the STF, and Senator Rodrigo Pacheco (PSD-MG), then president of the Senate.

A draft similar content was found by the PF at the home of former Justice Minister Anderson Torres, shortly after scammer acts of January 8, 2023, when Bolsonaro supporters invaded and depredated the headquarters of the three powers in Brasilia. The piece was inserted in the process as proof.
Cid added that the members of this more radical group “believed that when the president of the order [para o golpe]he would have support from the people and the cacs [colecionadores, atiradores ou caçadores com autorização para porte de armas]”.
These people “romanticized ‘Article 142 of the Federal Constitution as the foundation for the coup,” said Cid. The device says that the military act “under the supreme authority of the President of the Republic”, and that the armed forces “are intended for the defense of the homeland, the guarantee of constitutional powers and, at the initiative of any of these, the law and the Order ”.
Scoring draft and cacs
Among the most radical around Bolsonaro, Lieutenant Colonel cited Filipe Martins, a former special advisor to international matters of the presidency.

According to Cid, former first lady Michelle Bolsonaro was also one of the most radical, insisting with Bolsonaro about the support of the people and the CACS for a coup.
At that time, in December 2022, thousands of Bolsonaro supporters were camped in front of Army facilities for a military intervention. Cid reported that the former president “didn’t want the people to get out of the streets” and “I was sure they would find a fraud in the electronic ones and, therefore, needed a popular cry.”
Benefits
In exchange for the award -winning denunciation, Cid asked to receive judicial forgiveness or serve a maximum penalty of two years for his involvement in the elaboration of the coup plot. The benefit that should receive, however, must be decided by the Supreme Ministers only after any conviction.
Rather, the Supreme’s first class must still judge whether or not to accept the complaint, making defendants Bolsonaro, ICD and the others involved.
