In the VI Binational Bolivia – Peru Cabinet that took place yesterday, the presidents of Bolivia, Luis Arce, and Peru, Pedro Castillo, and their ministers signed 10 agreements on the environment, energy, mining and development. They also signed the Declaration of La Paz with 71 points, which highlights promoting the Port of Ilo and a 2022 agenda.
Castillo made his first official visit to Bolivia as head of state of the neighboring country. He arrived in the city of La Paz accompanied by a delegation of 50 people including authorities from his cabinet, as well as officials and mayors from the border towns with Bolivia.
After receiving the military honors in Plaza Murillo and the official greeting of the Bolivian head of state, the Cabinet of both governments settled on the 23rd floor of the Casa Grande del Pueblo, a meeting in which the ministers of state presented a report. of the work carried out by the technical teams in the days prior to the meeting.
Among the main energy agreements signed is an agreement for Energy Integration through the Interconnection of Gas Pipelines, the commercialization of liquefied petroleum gas in Peruvian towns, the construction of natural gas distribution networks in the towns of Peru. border and others of the Republic of Peru and the promotion for the commercialization of urea.
It was also agreed to execute an Annual Operational Plan of the Binational Autonomous Authority of the Water System of Lake Titicaca, Desaguadero River, Lake Poopó and Salar de Coipasa (ALT) and the transfer of assets from the ALT to the National Naval Hydrography Service of Bolivia.
Both governments also signed an agreement for the Annual Conduct of Research Cruises on Lake Titicaca and committed to developing a protocol for measuring technical parameters for radio and television services on the border between the two countries.
Although it was not part of an agreement, but it was part of the Declaration of La Paz, President Luis Arce highlighted the interest and mutual commitment to promote commercial and energy integration with the Port of Ilo.
“To think of Peru is to connect to the Pacific Ocean, it is to project and expand our trade through the Port of Ilo, it is to work together in fifth-generation communications. We are very hopeful in developing mechanisms that facilitate border transit and trade, ”said Arce.
Castillo highlighted the close bond that exists between both States and the agreements signed, “placing emphasis on improving the living conditions of the residents who live on both sides of our borders.”
The Peruvian president was decorated with the Condor of the Andes in the degree of “Great Collar”, the highest distinction granted to visiting presidents and heads of state.
The compromises
- Ilo They agreed to create the permanent Binational Team for the development of the Port of Ilo, in order to carry out the necessary actions to promote the transit of Bolivian cargo through said port.
- BOA They highlighted the early start of air operations of the BOA flag line to skies of the Republic of Peru, contributing to the integration of both peoples and guaranteeing a permanent link between both countries.
- Pipeline Continue strengthening energy integration between Bolivia and Peru, with the firm commitment to promote the interconnection of the Bolivia – Peru gas pipeline with the gas pipeline to the South.
- Runner Promote and conclude, in the shortest possible time, the comprehensive feasibility study of the Bioceanic Integration Railway Corridor (CFBI) project for the development and integration of the region.
- Meeting They agreed to hold, in La Paz, the II Meeting of the Peru-Bolivia Mixed Commission for Technical and Scientific Cooperation, in the first half of 2022.
- Schedule Both presidents agreed to build the Atahuallpa 2032 Agenda for integral development in the economic, social, political, cultural and environmental dimensions of the peoples of our region.
