Young people belonging to black, Afro-Colombian, Raizales and Palenqueras communities will no longer have to do military service on a compulsory basis.
Those young people who abstain from military service will not be required to pay the compensation fee.

The decision adopted by the Court came after a lawsuit filed against Law 1861 of 2017; One of the articles of said norm exonerates indigenous people from rendering military service and from paying the compensation fee.
The plaintiff of the law considered that this article was “discriminatory” since it did not include members of other ethnic communities.

The Constitutional Court considered the article as “exclusive and discriminatory” and decided to also exonerate the young people belonging to the NARP community of the Colombian territory.
With these exemptions, the Court seeks to protect and defend “the cultural and ethnic diversity of Colombian territory.”
