Between accusations and complaints, deputies resume the 2026 budget discussion

Morena’s legislative majority anticipated that for now it only plans to cast its votes to modify 17.7 billion pesos of the resource allocation proposal, which is 10.1 billion pesos.

For the seventh year, since Morena governs the country, the autonomous bodies will be affected, since it is planned to cut, above all, the Judicial Branch and specifically the Supreme Court of Justice of the Nation (SCJN), the National Electoral Institute (INE), the Attorney General’s Office of the Republic and the National Human Rights Commission (CNDH).

The coordinator of the majority of 253 Morena deputies, Ricardo Monreal, reiterated this morning that the resources released after these cuts will go to the educational sectors, the countryside, and care for the environment, among other areas.

He recalled that there will be between 11 and 12 reservations presented in three blocks by his party’s bench and its allies from the Labor Party (PT) and the Green Party (PVEM).

He said that yesterday “the debate was michoacanized” after the murder of the mayor of Uruapan, Carlos Manzo, so he considered that it is not correct that there is only hate speech, grudges and insults.

Initially, 1,733 reservations were officially registered.

However, after eleven hours of discussion and a hundred speakers, at 8 p.m., the Morena bloc and allies had not approved any of their own or opposition proposals for modification, so the ruling remained unchanged.

At that time, the president of the Chamber’s board of directors, Kenia López, declared a recess, after tempers flared due to alleged threats that, PRI leader Rubén Moreira denounced, he received from the spokesperson for the Morenistas, Arturo Ávila.

His annoyance was, first, over a blanket with the image of the national leader of Morena, Luisa María Alcalde, with the legend “morena killed Manzo.” During the break that lasted an hour, the tricolor deployed another blanket against Ávila and Alcalde in an alleged walk on the beach.

The opposition groups noted this inconsistency: not increasing resources to the municipalities, despite the murder of mayors, like Manzo, who demanded support for more security.

The PRI coordinator Rubén Moreira demanded protection from another mayor, that of Pátzcuaro, Julio Arreola, who has also warned of the threats under which he lives.

Manzo, acknowledged José Antonio López Ruiz, deputy of the Labor Party (PT), “in the end he did not feel represented by any of us.”

“He lived congruently with his firm causes, his convictions intact (…) So, let’s stop profiting from his death, Carlos for me dies as a hero and his legacy should inspire us to do what is right,” he said.

However, PT, Morena and the Green Party did not accept any of the reservations despite the fact that, from the rostrum, PAN member José Manuel Hinojosa Pérez named each of the 13 Michoacán deputies from those parties, and asked them to provide resources for the Michoacán Plan presented by President Claudia Sheinbaum.

“How can I believe that they presented such an important Plan Michoacán, and at such a delicate moment, and did not assign a single peso to it. How could it be that the fact that money is needed to launch any security project went unnoticed by you? The Plan Michoacán does not have a single peso on any page,” he told them.

“If the Michoacán Plan does not have money, it will not last a single day. And right now we are no longer here to waste time. The security issue requires strategic planning,” he claimed, but the Morenoist bloc did not abandon discipline.
