Benefits for Special Economic Zones are approved

By majority, the Plenary of the Congress approved in the first vote during the early hours of today the framework with benefits for the special tax and customs treatment of the Special Economic Zones Private (ZEEP).

This initiative proposes that the operators or users of these spaces will have an income tax (IR) rate of 0% on net income for a period of five years from the start of operations. This rate will rise to 15% starting in the twenty-first year of commencement and for a period of five years.

“This part is important to highlight, because when you start a business from the smallest to the largest, the first activities are conditioning, construction, development and no income is generated,” said the president of the Economy Commission, Ilich. Lopez.

Through this proposal, the aim is to attract investment, the generation of direct and indirect employment and potential productive chains. In addition, non-traditional exports and the development of service exports are expected to diversify.

The president of Congress, Eduardo Salhuana, spoke about this decision and stated that the initiative is “clearly decentralist.” “We must remember that 80% of the country’s exports come from the provinces; however, we need investment to transform agricultural products and to take advantage of the 22 free trade agreements that Peru has,” he added.

The final complementary provision that created the special zones in Chancay, Ancón and Iñapari was voted separately, however, this proposal did not obtain support. The approved opinion will still have to be submitted to a second vote.
