With the end of the deadline for presenting amendments to the budget proposal for 2023 on Monday (14), a survey carried out by the Senate and Chamber of Deputies Budget consultants points out that the state benches and the permanent committees presented 6,575 expenditure amendments to the project of Annual Budget Law (PLN 32/2022)?? Together they represent R$ 234.3 billion.
After this first stage, the parliamentarians’ suggestions will be analyzed by the Joint Budget Commission (CMO). The general rapporteur for the matter, senator Marcelo Castro (MDB-PI), is expected to present a preliminary report this Friday (18). According to the consultants’ analysis, the 15 permanent committees of the Senate presented 68 amendments, which add up to R$ 49.6 billion. The 81 senators made 870 suggestions for expenses, in the amount of R$ 1.5 billion.
In the list of collective amendments presented to the project, the Citizenship and Sport area was the most benefited, with R$ 76 billion. Following are the areas of Regional Development (R$ 31.1 billion), Health (R$ 26 billion) and Economy, Work and Social Security (R$ 21.4 billion).
When it comes to individual amendments, both in the Chamber and in the Senate, the parliamentarians gave priority to Health, with R$ 6.1 billion. Next, the thematic areas of Economy, Work and Social Security (R$ 3.7 billion), Citizenship and Sport (R$ 543 million) and Education (R$ 288 million) appear.
Transition
Also this Wednesday (16), vice president-elect Geraldo Alckmin (PSB) will meet with the general rapporteur for the 2023 Budget, senator Marcelo Castro (MDB-PI), to discuss and calculate the expenses of the Amendment to the Constitution (PEC) of the Transition. The elected government wants more space in next year’s budget to include the spending forecast for the Auxílio Brasil program – which should be renamed Bolsa Família – and other expenses with social programs promised in the campaign by president-elect Luiz Inácio Lula da Silva (PT ).
In order for all demands to be met, members of the transition team, coordinated by Alckmin, have already stated that the extra amount for the Budget should be more than R$ 175 billion. The amount worries many parliamentarians and economists who believe that it is necessary to limit the value to guarantee fiscal balance and not to lose control of public accounts.
