In recent days, changes arose regarding the dollar tourism by General Resolution 5272/2022 of the Federal Administration of Public Revenues (AFIP) for the costs in Dollars with a credit and debit card on tickets and tourist packages that exceed US$300 per month, they will pay a perception of more than 25% as an advance payment of Personal Property Tax.
The dollar tourism Until Wednesday, it had an added tax value of 75%. 30% corresponding to the PAIS tax and 45% as advance payment of Profits. However, currently, if more than US$300 is spent, the surcharge is 100%.
With the addition of 25% to the Personal Assets account came a series of difficulties that, according to the banks, will be faced without major problems. Banks are withholding agents, they can determine when spending with a foreign supplier exceeds the tax base with a card from the entity itself.
But, if the customer makes several payments with different cards from different banks, the financial entities will not know how much was spent with the other banks because they do not yet have a program enabled that crosses that total of expenses in real time between the banks.
“A bank cannot know how much its client spent with another bank’s card. Following this criterion, another option to avoid the additional perception of 25 percent is to spend with different cards as long as the consumption does not exceed 300 dollars”, they indicated from banking sources.
For the AFIP, it does not represent any difficulty because it has the technical capacity to carry out controls through CUIT or CUIL to enable, for example, the monthly quota of US$200 in hoarding for individuals.
This system is not available to banks, so during these hours meetings are held between representatives of the banks, the chambers of the sector and the AFIP to have a short-term solution. The head of the AFIP, Carlos Castagneto, assured that “there is no difficulty, the meeting is to see how it is implemented”.
What does the tourism dollar affect?
The tourism dollar, which currently has a tax burden of 100% of the purchase value when it exceeds US$300 and 75% before this limit, it does not affect streaming services, but it does affect tickets and tourism packages in foreign currency.
In addition, the so-called Qatar dollar (due to the proximity of the Qatar 2022 World Cup) considers sanctuary or “luxury” goods purchased abroad to be high-end cars and motorcycles, private jets, boats; premium alcoholic beverages; watches, pearls, diamonds and other precious stones, slot machines and cryptocurrency mining machines.
