The office of the Ombudsman of Ayacucho supervised the San Cristóbal de Huamanga National University (UNSCH) after the demands of the Student Federation, related to the lack of teachers, the poor organization of schedules and the inadequate arrangement of classrooms during the semester 2022-I.
The Ombudsman headquarters supervised the university and verified several of the deficiencies that the students have been denouncing, for which it presented the results in a session of the University Council, recommending to the rector of this higher institution of studies to manage the hiring of professors to cover the following vacant places.
“Faculty of Mines, Geology and Civil (36 teachers are missing) and Health Sciences (11 teachers are missing). Likewise, it requested to identify the number of vacancies and subjects that need to be covered in professional schools”reported the Ombudsman.
In the same way, it was requested to process the initiation of disciplinary proceedings against the directors of academic departments, school directors and deans of faculty whose omission would not have allowed the timely hiring of teachers.
Correct distribution of classrooms
In the memorandum sent by the head of the Ombudsman’s Office in Ayacucho, David Pacheco-Villar to the UNSCH, the identification and correct distribution of classrooms for the development of classes in the 2022-I semester was also requested, with the Technical opinion of Civil Defense, in compliance with the Regulation of Technical Safety Inspections in Buildings.
Likewise, the institution requested to evaluate the situation of the Professional School of Physical and Mathematical Sciences on the qualification of subjects with a minimum number of seven students, taking into account the principle of the student’s best interest, regulated in the University Law.
In this sense, it was recalled that after two years of virtual higher education, it would be a total setback and detrimental to university quality, to return to virtual classes.
More budget for dining room
Likewise, it was recommended to evaluate the budget increase for the attention of the dining room, which currently amounts to one million 600 thousand soles; in addition to the renovation and implementation of kitchenware and equipment; and the restoration of affected areas. The reestablishment of the biology and dentistry services was proposed and that the permits of the health authority for the pharmacy area be managed immediately and, in this way, medicines be supplied.
Finally, it requested the intervention of the Institutional Control Body, to carry out control services on the poor provision of the Student Self-Insurance System, in the years 2020, 2021 and 2022 and the unfinished processes of purchasing equipment for the university dining room.
