Within the framework of the next elections, a large number of bids have already been carried out so far this year, and as regards television advertising, the Superior Court of Electoral Justice presented a great difference in their amounts.
The calls were published on the Public Procurement portal on February 17 of this year, calling for a tender later for March, around eight companies applied, of which four were awarded.
Making a quick comparison between the periods of 2017/2018 and 2022/2023, it is possible to observe the duplication of costs related to advertising and publicity on television, while on the radio the amount of the rates is maintained. The awarded suppliers were P&M GROUP SRL, TELEVISIÓN CERRO CORÁ SA, TV ACCION SA AND UNICANAL SA
In the 2017/2018 period, the tender had been awarded to the companies TELEVISIÓN CERRO CORÁ SA, TV ACCION SA and UNICANAL SA, reaching the total amount of G 3,000,000,000, while for this period of 2022/2023 the sum doubled and rose to the amount of G 6,200,000,000, it is divided with the four selected companies. As for the amounts of advertising and propaganda on the radio, they do not present differences, it retains the amount of G 1,500,000,000.
The division of the rates was defined as follows: P&M Group SRL with an amount of G 700,000,000, said contract was signed on June 24, Television Cerro Corá G 1,800,000,000 with the signing of the contract also finalized on June 24 June, TV Acción SA G 2,300,000,000, the contract of said company was signed on June 30 and Unicanal SA G 1,400,000,000, dated July 24.
Several calls were made in order to learn more details about why there is such a striking difference in terms of rates, but there was no response from the officials of said entities to dispel those doubts. Let us remember that the laws establish that electoral propaganda in the mass media may be carried out from December 6 to 15 of this year.
All these schedule dates have already been distributed to the National Police Command so that they can have knowledge and subsequent control and citizens can also file complaints in case they see a breach of these rules.
