The president of the Council of Ministers, Eduardo Arana, It appears before the Congress Supervision Commission where it responds to the audio in which it is allegedly heard coordinating with the then Interior Minister, Juan José Santiváñez, The transfer of Pavilion of the offender Marcelo Outrosas, aka ‘The devil’. Arana did not recognize the audios and denied having intervened and talked telephone with his colleague about any benefit for expolition. He questioned the filtration of the audios, suggesting “political interests” to destabilize the government.
“I do not know the inmate Marcelo exitrosas. And being Minister of Justice, I have never arranged, I have never coordinated, I have never processed so that said person is benefited,” he said.
He explained that the functions of a Minister of Justice do not allow him to intervene in the actions of the National Penitentiary Institute (INPE), since this is an entity with regulatory, functional and financial autonomy.
The Premier reiterated that during his administration as Minister of Justice there was no change or transfer of ‘El Diablo’ and that there is no commitment on his part to favor it.
In his statement, Eduardo Arana expressed his “surprise and outrage” for the dissemination of the recordings, which, according to him, had already been part of an investigation seven months ago. “It really causes me surprise, president, and outrage that are used again at this time with political interests to destabilize the government,” he said.
The Premier stressed that he had already declared before the Public Ministry as a witness, cooperating with the investigation and acquitting all the questions of the Prosecutor’s Office. He pointed out that he is willing to raise the secret of communications.

In that sense, he mentioned that article 324 of the Criminal Procedure Code was accepted, which prevents him from declaring on an ongoing investigation, but was willing to answer any other commission question. Arana said the material is part of an investigation and should be under the chain of custody of the Public Ministry.
“It really attracts attention that a probative environment that is held by the Public Ministry and before being officially demolished, has been informed and released freely and unpunished, president,” he said.
First answers
Through the president of the Supervisory Commission, Congressman Elvis Vergara, a series of questions was asked to Premier Arana, who answered all of them with a speech similar to the one he gave at the beginning.
The Prime Minister reaffirmed not to recognize the audio that would link him with Santiváñez and assured that, since he assumed the position, he has not held private meetings or unofficial meetings to deal with issues of this type with the Minister of Justice or with third parties. He also denied having received calls to request the transfer or change of an inmate during his management.
When asked about the reasons why he recommended Santiváñez as Minister of Justice, Arana highlighted his “experience in public management” and his “real commitment to the policies of this government.”
Arana said that he is cited as a witness in the fiscal investigation into the audios and assured that he would undergo any investigation instance. He indicated that he is willing to accept the survey of his communications, if they request it.
Faced with the question about whether it has considered taking a step to the side, the Premier replied that the leakage of the audios and the affectation to the credibility of the Executive is a problem generated by those who “transgress the law.”
