Attorney's Office collected RD$445 MM for good conduct paper in 2025

The increase of 200 pesos in the cost of the certificate of No criminal recordarranged by the Attorney General’s Officehas generated criticism on social networks, mainly because they did not issue prior notice to citizens.

With this measure, the price of the certificate went from 600 to 800 pesoswhich represents a 33% increase in obtaining the document, also known as “paper of good conduct”frequently required for labor, immigration and other procedures.

During the period January-December 2025, a total of 742,989 citizens They requested the paper that had a value of 600 pesoswhich generated income greater than 445.7 million pesosabove the 431.7 million pesos collected in the same period of 2024, according to internal statistics.

The second service that contributed the most income to the entity was legalization of notarial documentswith more than 146.5 million pesos collected in 2025.

In total, the Attorney’s Office is empowered to offer more than 10 services to citizenswhich generated income greater than 866.5 million of pesos last year.

Guilds also profit

Of those resources, the Attorney’s Office transferred 50 pesos for each service to the Bar Association of the Dominican Republic (CARD) and 100 pesos for each notarial act Dominican College of Notariesin accordance with the provisions of the laws 3-19 and 140-15respectively.

Only in the October-December 2025 quarter, the Attorney’s Office deposited 20 million pesos to CARD and 15.2 million pesos to the College of Notaries. In all of 2024, both unions received 58.5 million and 55.7 million pesos, respectively.

Similarly, the institution also pays a 5% commission to the Reserve Bank, entity through which payments for the service are processed. In 2025, 13 million pesos were transferred to the bank for the issuance of the certificate of good conduct.

Compensate for a budget cut?

By 2026, the entity in charge of combating crime suffered a cut in its annual budget, dropping from 11,000 million to 9,300 million pesos.

This reduction is due to the fact that part of its dependencies will now be managed by the newly created Ministry of Justiceto which an annual allocation of 4,175 million pesos was assigned.
