Associations criticize the MEC’s assessment of medical courses

Enamed 2025: 96 thousand registrants will take the test this Sunday in 225 cities

Associations representing private higher education institutions expressed concern and criticism regarding the disclosure, this Monday (19), of the results of the National Medical Training Assessment Exam (Enamed) of 351 medical courses across the country.Associations criticize the MEC’s assessment of medical courses

In a statement, the National Association of Private Universities (Anup) said that analyzes carried out by institutions throughout Brazil indicate divergences between the data reported to the system in December last year and the numbers released now, especially in relation to the total number of students considered proficient in the courses.

In view of the announced evaluation, Anup informed that it is awaiting technical clarifications from the Ministry of Education (MEC) and the National Institute of Educational Studies and Research Anísio Teixeira (Inep), the entity responsible for the evaluation, before expressing itself conclusively on the results presented.

The Brazilian Association of Higher Education Supporters (Abmes) released a note criticizing the conduct adopted by the MEC and Inep in relation to Enamed, especially after the announcement of the immediate application of the results for punitive purposes to higher education institutions.

According to Abmes, the first edition of the exam, held in October 2025, took place before the public disclosure of criteria such as performance parameters, proficiency cuts and consequences associated with the results. The entity states that the consolidation of these rules only after the application of the test violates the principles of predictability, transparency and legal certainty.

The association is also against the attribution of punitive effects in the inaugural edition of Enamed. These are called precautionary measures, including restricting vacancies and preventing new arrivals. In Abmes’ assessment, this conduct, without a transition period or progressive validation, compromises the credibility of the exam, exposes institutions and students to a scenario of regulatory instability and can generate legal uncertainty and judicialization.

In the note, Abmes defends that the results of Enamed 2025 be treated as an initial diagnosis, aimed at improving future editions, with the immediate suspension of the announced punitive effects.

When participating in an event at Palácio do Planalto, the Minister of Education, Camilo Santana, commented on the repercussion of the Enamed results.

“We present the data today, we will have the necessary precautionary measures, in a transition process. Our objective is not to harm anyone, least of all the student, and none will be harmed, but to ensure that colleges reflect on the quality of their infrastructure, their monitoring, their laboratories, so that we have good professionals trained in this country”, he pointed out.

Assessment

Most of the courses, 243 in total, had a good result in the evaluation and a performance that guaranteed proficiency for at least 60% of students completing their medical training. Another 107 courses were poorly evaluated and one was not evaluated due to the low number of enrolled graduates.

The best performances were presented by the 6,502 students from federal institutions, who presented an average proficiency score of 83.1%, followed by students from state institutions, with an average of 86.6%, among the 2,402 enrolled.

The worst performances were from the 944 students from the municipal network, who achieved an average of 49.7% of the maximum score, with the average result considered insufficient by the exam. The 15,409 students in the private, for-profit network also presented an average of just 57.2% of the maximum score.
