The Assembly of Citizens for the Management of Urban Toilet in Caroní, Bolívar state, filed a complaint with the Puerto Ordaz Attorney General’s Office, and the Ombudsman’s Office, regarding the violent acts committed by militants and sympathizers of the United Socialist Party of Venezuela (PSUV) against those who protested on March 7 to demand the repeal of decree 008-2022 on the high rates of the urban cleaning service.
After compiling graphic evidence of what happened that day in the Plaza Bolívar de San Félix, the assembly requests an investigation to determine responsibilities for the attacks committed, and guarantee the non-repetition of what they consider a violation of the right to peaceful protest and freedom of expression. expression, reported Caroní Mail.
“We do this in the face of the violent acts carried out by public officials attached to the Mayor’s Office of Caroní, and supporters or affections of the mayor of the municipality who used violence to prevent hundreds of citizens from submitting the request for the repeal of decree 008-2022,” he said. He added that they consigned photographs and videos that demonstrate the facts. “We are fighting with concrete arguments established in the laws, mathematical calculations and citizen actions,” she said.
Yegres expressed that the authorities have responded to the requests of civil society with closures, fines, embargoes and aggressiveness, putting at risk the physical integrity of citizens who are legitimately exercising their rights.
The Assembly of Citizens for the Management of Urban Cleaning in Caroní has protested, on at least three occasions, to demand the repeal of decree 008-2022 on urban cleaning fees. They assure that they do not correspond to the cost structure of Fospuca Caroní, but that they have a premium of more than 535% for companies, and 1,600% for residences.
The last time, last Tuesday, March 7, militants and sympathizers of the PSUV attacked the protesters and prevented them from delivering the signed request to the Mayor’s Office. Press workers were also victims of aggression, since the security forces present at the site did not intervene.
Given this, Tito Oviedo neglected the citizen’s claim and criminalized the protest. The burgomaster declared that he would take legal action against the Citizens’ Assembly, which he blamed for violence and damage to public property.
The mayor recently reported that the payment of the fees for the urban cleaning service provided by Fospuca Caroní will be assumed by the Mayor’s Office, in the case of the residential sector.
The measure may mean the transfer of the costs of the service to the business sector, which already reports the intention of closing its businesses due to not being able to pay the rates imposed by the City Council.
The business sector has the expectation that the installation of the mixed commission with municipal authorities will be able to reach agreements on the rates and the provision of the service.
