ASF finds deficiencies in the delivery of support after hurricane damage John and Otis

The Superior Audit of the Federation (ASF) detected deficiencies in the supervision of the Ministry of Welfare during the authorization and delivery of support from the Program for the Welfare of People in Social or Natural Emergency, with which the population affected by the hurricanes was served. John and Otisamong other contingencies.
According to a report included in the second installment of the 2024 Public Account audit, the ASF reviewed a sample of 6,769.7 million pesos, equivalent to 81.8 percent of the resources used from the program, whose total budget amounted to 8,272.3 million pesos.
The supervisory body presumed probable damage to the public treasury of 2 million 693 thousand 960 pesos, due to the lack of 214 beneficiary files and payment receipts corresponding to support granted after the emergencies due to John and Otis. The ASF indicated that said irregularity originated from a lack of supervision in the authorization and delivery of support.
The analysis of files showed that, of a sample of 717 beneficiary records reviewed – to whom 1,698 financial supports were delivered for a total of 45.9 million pesos –, 503 files (equivalent to 43.2 million) were complete and contained the required documentation: application for support, official identification, CURP and proof of address. However, 214 folders were not delivered by the secretariat, which prevented the destination of 2.7 million pesos from being verified.
The opinion concludes that, although the agency generally complied with legal provisions, deficiencies persisted in the control and supervision of support, which led to observations due to the lack of documentation and duplicate payments to seven beneficiaries of the hurricane. Otis.
