After finding possible irregularities in the request for the artisanal fisherman’s insurance in different places in the country, the Ministry of Fisheries and Aquaculture said that the management of the benefit will undergo changes from October. Among the adjustments is the requirement of more documents and information proving the activity.
Artisanal fishermen will have to gather sales invoices, social security contributions, provide residence address and region to collect geolocalizing data, and have to perform the biometric registration in the National Identity Card (CIN). It will also be necessary to produce monthly activity reports.
The management done today exclusively by the National Institute of Social Security (INSS), will have the validation of requests by the Ministry of Labor and Employment.
According to Minister Luiz Marinho, the process will be initially concentrated in the states of Amazonas, Bahia, Maranhão, Pará and Piauí where there are the largest number of records and the general controller of the Union identified the highest volume of distortions.
“The idea is that it will be a permanent process of supervision, observation and sanitization of this registration, so that it can be found and effectively guarantee the right of those of the law, which has to be protected so as not to be tried to fish at the moment that is prohibited by law,” he says.
Marinho also added that 400 servers will be added to the work of presential verification of the new license and validation requirements of the request that is made digitally.

Investigation
By announcing the change, the Ministry of Fisheries and Aquaculture also reported that he was a request for investigation to the Federal Police on the evidence of irregularity ascertained by the Union Comptroller General. According to the Secretary of Artisanal Fishing of the Ministry, Cristiano Ramalho, the finding occurred through an audit of the Annual Internal Audit Activities Plan (PAINT), but is the result of intense work to improve monitoring and control, from 2023.
“We advanced in the implementation of continuous improvements of the RGP system (General Registration of Fishery Activity), called Pesqbrasil, because when we arrived in ministry, there were two databases, which disqualifies know what the true is,” he says.
According to the manager, the work was a guidance of the President of the Republic, Luiz Inácio Lula da Silva, to meet a yearning of the class. “We cannot make room within a budget with all the limitations we know, to have deviations. Situations in which, unfortunately, people who are not entitled to benefit can enjoy it, to the detriment of people who must have the right,” says Luiz Marinho.
