ARS: «Sólo atención primaria bajará costo de salud»

In order to reduce out-of-pocket health costs for the Dominican population, it will be mandatory to implement the primary care system, both in the public sector and in the private sector, since this would have a great impact on medical consultations and drug coverage.

The statement was made yesterday at a breakfast organized by the ARS Future with journalists and other guests, where they also spoke about the lack of application of the Law 87-01 about Social Security.

according to the doctor Michael Riveromedical manager of ARS Futureon a scale of 0 to 10, with the application of primary care, the spending of affiliates would be reduced by seven percent.

“Because, perhaps, the patient does not need to attend the third level of health, which is the most expensive, because he can be treated in primary care”he indicated.

He assured that since the creation of the Law 87-01, of Social Security, there was a violation of the legislation, since it began with a secondary and tertiary level of care.

Rivero said that in the country there are many family doctors who are unemployed due to the non-application of primary care.

The representative of ARS Future indicated that in countries where there is primary care, such as in Europe, there are savings in health spending budgets of more than 25% or 30% of total health spending.

On his side, the general manager of ARS Future, Leyda Rivassaid that the management problem also prevails in the National Health System.

Both executives pointed out that primary care has not been applied in the country due to the opposition of the Medical Association and the lack of the Government.

Rivero also criticized the country’s low spending on health, since the DR does not reach 3.2% of the budget, when the Pan American Health Organization (PAHO) recommends spending around 6% of Gross Domestic Product on the health sector.

He said that the way in which the social security law is applied punishes the citizen for the additional expense he has to make, despite having contracted health insurance.

“We are convinced that primary care is absolutely essential,” said Rivero.

He admitted that there has been a lack of information on the part of the ARS towards the affiliates, since due to poor service of a health provider, legal processes can be brought. He also highlighted that the lack of application of regulations of Law 87-01 that creates the Dominican Social Security System, prevention has been lacking.

Gianna D´Oleo, a specialist lawyer, pointed out that the non-compliance in some services occurs because the affiliates do not inform their ARS. She also assured that Law 87-01, in the health area, does not need to be modified, but applied.
