This afternoon the Cabinet Council headed by the President of my Republic, Laurentino Cortizo Cohen, appointed Ariadne García as Magistrate of the Second Criminal Chamber of the Supreme Court of Justice, the National Assembly must ratify this appointment.
To occupy this position, the Cabinet Council made a public call for all legal professionals who aspired to occupy said position that would be vacant as of December 31, 2022.
García has more than 32 years as a Career Judicial Servant. She has served as substitute magistrate of the First Civil Chamber since October 2021, appointed by Cortizo Cohen.
When making the presentation of the new magistrate, José Gabriel Carrizo Vice President of the Republic and Minister of the Presidency, indicated that this is the sixth appointment made by the President of the Republic and his last appointment of Justices of the Supreme Court and the fifth woman appointed in office, according to constitutional mandate.
Carrizo added that President Cortizo Cohen has kept his word to appoint independent and judicious magistrates, as well as to provide financial autonomy to the Judicial Branch, as was done yesterday during the presentation of the Budget, approving 100% of what was requested by this Body, fulfilling as well as the Action Plan Uniting Forces.
The newly appointed magistrate obtained a Master’s Degree in Criminal Law and Criminal Procedure Law at the Institute for Legal Study and Research in Managua, Nicaragua. She has a master’s degree in Family Law, Childhood and Adolescence from the Interamerican University of Distance Education in Panama.
In addition, he has a Postgraduate Degree in Criminal Procedural Law with mention in the Constitutional Principles that support the Accusatory System, obtained at the Institute of Legal Study and Research of Managua, Nicaragua; Postgraduate in Procedural Law, Interamerican University of Distance Education of Panama; Postgraduate in Law, University of Panama; Postgraduate in Higher Teaching, Latin University of Panama; Degree in Law and Political Science from the University of Panama.
He has certification of competence for Magistrate of the Superior Civil Court, Superior Institute of the Judiciary of Panama.
Regarding her professional experience, she holds the position of Substitute Magistrate of the First Civil Chamber of the Supreme Court of Justice (period 2022-2032).
Judge of the First Superior Court of the First Judicial District of Panama from February 2022 to date.
Substitute Magistrate in the Superior Court of Justice of the Second Judicial District (Coclé and Veraguas), Mixed Court (Civil and criminal) and the Court of Appeals of the Fourth Judicial District, of the Accusatory Criminal System.
He has held the position of Senior Judge for Children and Adolescents of the province of Los Santos for 27 years, 1994-2021 (by competition), hearing family, childhood and criminal matters.
Judicial Secretary and Substitute Judge of the Sectional Court for Minors of Central Provinces, 1990-1994.
He also has 28 years as a teacher at the bachelor’s and master’s levels at the Faculty of Law and Political Sciences of the Universidad Latina de Chitré, at the Los Santos Regional University Center and at the Interamerican University of Distance Education in Panama, teaching at the of Superior Technician in the Higher Institute of the Judiciary of Panama, Doctor César Augusto Quintero Correa.
Cortizo Cohen also appointed Manuel Mata Avendaño, Substitute Magistrate of the Second Criminal Chamber. Mata Avendaño is a lawyer with more than 25 years of experience in the administration of justice in the Judicial Branch, criminal area.
He has a Master’s Degree in Criminal Law and Criminal Procedure, INEU 2019-2021, Postgraduate Degree in Accusatory Criminal System, Diploma in Management of the National Service of Judicial Facilitators of the University of Panama, 2014, Master’s Degree in Criminal Procedure Law, ISAE and Specialist in Procedural Law . ISAE University. 2008-2009 Graduated in Law and Political Science in 1988-1994 and Specialist in Labor Law, both from the Santa Maria La Antigua University.
He is currently a Magistrate of the Superior Court for the Settlement of Criminal Cases of the First Judicial District of the Province of Panama. He was the Judge of the Third Judicial Circuit of the Province of Panamá Oeste, La Chorrera, from December 2020 to February 15, 2022.
Substitute Magistrate in charge of the eight (8) offices of the Magistrates of the Old Second Superior Court of Justice and four (4) offices of the Superior Court of Appeals of the First Judicial District of Panama from 2016 to 2020.
Head Judge of the Third Criminal Circuit Court of the First Judicial Circuit of the Province of Panama from 2014 to 2020 and Fourth Criminal Circuit Judge of the First Judicial Circuit of the Province of Panama, 2014, among many other positions as Judge throughout the country.
It has a KCCP Course (Knowledge Co Creation Program), Criminal Justice Response to Corruption – Japan International Cooperation Agency, Tokyo, Japan (JICA) – September to October 2021 and several seminars on judicial matters.
Finally, Lilianne M. Ducruet N. was appointed today by the Cabinet Council as Substitute Magistrate of the First Civil Chamber. His academic training includes a Master’s Degree in Procedural Law from the Interamerican University of Panama in 2007, a Postgraduate Degree in Mediation and Negotiation from the Technological University of Panama in 2005 and he also has a Master’s Degree in Law with a Specialization in Procedural Law from the University of Panama in 2004 and Degree in Law and Political Sciences University of Panama 1993.
She is currently a Senior Magistrate by Career. First Superior Civil Court, since September 2018.
She was an Interim Magistrate of the First Superior Civil Court; Substitute Magistrate First Superior Civil Court, Assistant Magistrate, Substitute Judge, Ninth Civil Circuit Court and Assistant Magistrate, Supreme Court of Justice.
