A good part of government plans are addicted to control c and control v. They copy, paste and do not cite sources.
For the candidate for Regional Government of Arequipa of Alliance for Progress, Lily Margot Juarez Salazar that is not plagiarism but “a material error”.
Are government plans of any use? Few citizens consult these documents posted on electoral platform.jne.gob.pe. Apparently this absence of readers is capitalized on by some applicants to revalidate the maxim that the paper bears everything without the National Election Jury have a control tool. The applicant is excluded from the contest due to erroneous information in his resume. With government plans there is not the same rigor. That is why any occurrence is recorded.
rain of industries
In the 200 years of republican history of Arequipa formally an industrial park was created. In four years of possible management, the candidate of the Alliance for Progress (APP) wants to install more than a hundred. That figure is accounted for in its government plan. Dairy plants, yogurts, strawberry derivatives, quinoa, a plant for the manufacture of electrical equipment, micas, filming, metal foundry, mining equipment manufacturing, etc. are offered. Some specialists, who prefer anonymity for this note, qualify the proposal as a raving.
The candidate defends her proposal and says that the State will not invest a single sun. Everything will be borne by private investment. According to her, Chinese capital will arrive and the GRA will provide facilities in procedures and land.
The feasibility of an industrial park depends on several factors: first, a study that guarantees consumers of the manufactured products, supply chain, water and energy. And in energy, Arequipa is at a disadvantage compared to Lima, in the capital it costs between 30% and 50% less. Investing in Arequipa is already a competitive disadvantage. The plan also offers a gas plant.
When we insist to Juárez that he support his proposal, he replies “that his technical team is not there right now to do it. They are soaked. I just got back from an interview with a radio. The technicians have it all justified, ”he points out.
plagiarism in sight
The APP candidate has a master’s degree in public management from the Cesar Vallejo University, don’s alma mater Cesar Acuna and who patented the phrase: “it’s not plagiarism, it’s a copy” to justify the copy-paste he made in some academic works. He asked Juárez if his plan has not been illuminated in those lights by the complete paragraphs copied from the report of the Central Reserve Bank.
On page 15, it says: “in June, the agricultural sector registered a contraction of 0.3% basically due to lower livestock production, resulting in a partial attenuation…” The paragraph is copied from the BCR summary made in June 2020.
Juárez’s plan was submitted to the Turnitin program. The result, 52% similarity with 65 sources taken from the internet, most of which are not cited in the text, 1% from publications and 26% from other works.
Puno and Arequipa
The plan is a poorly assembled puzzle where names from other regions are mixed. In tourism, it offers to value archaeological places that are not from Arequipa: La Huaylla Petroglyph (Cajamarca) Y High Cashew (Huanuco).
In the institutional dimension, all development corresponds to a government plan of Fist. The information consigned there is from the high plateau region.
For Lily Juárez’s plan, the regional Health Directorate continues to exist when, in the management of Juan Manuel Guillen Benavides its name was changed to Health Management.
In education, the candidate consigns a 2014 table of the school population of Arequipa that amounts to 200,000. Could public policies be proposed with outdated statistics from eight years ago? She replies that the percentage does not vary much. In addition to these underlying errors, the text is also full of unforgivable spelling errors.
