The special commission for investigate the alleged conflict of interest in the appointment of an official in the municipality of José Luis Bustamante y Rivero will be installed only next Friday. This was determined by the mayor of said commune Paúl Rondón Andrade. This refused to do so in the ordinary session of the Municipal Council held yesterday, despite the fact that the opposition councilors asked him for it for a sense of transparency.
As soon as he took office, Rondón appointed Juan José Llerena Sierra as deputy manager of Public Works and Projects. This trusted official is the brother-in-law of the mayor’s son. And although there is no crime of nepotism, the specialist in Municipal Law, Edgardo Lajo Paredes, warns that if the official did not meet the profile for the position, there would be a conflict of interest.
According to the control view report of Comptroller, Llerena Sierra did not accredit knowledge in computers and information technology, nor did she have a minimum experience of 3 years in infrastructure work and/or projects at the municipal level. She still remains in office to this day.

Mayor Rondón accepted that he knows Llerena but denied that he had benefited him. “If it continues, it must be because the Comptroller’s observations were lifted,” he said, although without much certainty.
